PRIORITY POLICY STATEMENT

FISCAL IMPACT
This item generates no fiscal impact to the City as the FY 2022-23 Adopted CIP Budget includes funding for this project using Highway Safety Improvement Program (HSIP) Grant and Gas Tax funds. The HSIP Grant would pay for approximately 90% of eligible construction costs with the City responsible for all remaining costs. Staff recommends a $8,700 budget transfer of Gas Tax funds from Project 46930 Multi-Modal Enhancement Program to Project 46026 Pedestrian Signal Countdown Head Installation (Fund 74) to cover the City’s project costs.
Staff has attached a Budget Data Sheet / Summary of Bids and the Contractor’s Bid Schedule for reference (Attachments 1 and 2).
DISCUSSION
This project would enhance pedestrian crossings at signalized intersections by installing LED countdown modules that inform pedestrians of the time remaining to safely cross the street at a signalized intersection. This helps a pedestrian determine if they have sufficient time remaining to cross a street. This contract will install 501 pedestrian signal head LED countdown modules at 84 intersections citywide, as shown in Attachment 3. Improvements associated with the installation include removal and disposal of existing modules and installing and testing new modules.
The City formally bid the Pedestrian Signal Countdown Head Installation Project and received five bids on November 28, 2022. Yunex Traffic of Riverside submitted the lowest responsible base bid in the amount of $96,390. The low bid, as submitted, is approximately 29% lower than the engineer’s estimate due to Yunex’s familiarity with the City of Fullerton and the ability to obtain pedestrian head modules for a price lower than expected. Staff evaluated the bid and found it acceptable. Staff recommends award of the project to Yunex Traffic.
The anticipates construction to start in late February 2023 with a tentative completion date of mid-May 2023.
