DISCUSSION
City Council authorized staff to apply for and accept AIP Grant Funds for a Runway 06 Precision Approach Path Indicator Project (Project No. 49015) on February 15, 2022. This project replaces the existing Pulse Light Approach Slope Indicator (PLASI) system for Runway 6 with a more modern Precision Approach Path Indicator (PAPI). Both these navigational aids assist pilots on approach to the runway by giving them a lighted indication that they are above, below or on the established glideslope. The antiquated PLASI system makes obtaining replacement parts very difficult and costly. This project replaces the PLASI system with a modern Precision Approach Path Indicator (PAPI) system, plus any needed upgrades to the existing electrical system to support the PAPI system.
Staff anticipated the $250,000 AIP grant sufficient for this project in February 2022. However, staff now anticipates the project will cost $495,647, based on completed plans and current construction costs. The awarded FAA grant will continue to fund 90% of the project, increasing the grant award to $446,000.
Caltrans Division of Aeronautics recently announced available Matching Funds Grants in FY 2022-23 to airports that receive an AIP Grant up to 5% of the FAA grant award. The Airport Enterprise Fund has covered design and environmental costs for this project which will the AIP Grant will reimburse.
Staff has completed plans, specifications and cost estimates which are under FAA review. Staff expects to solicit bids for construction in April or May 2023, with construction expected in Summer 2023. This project will commence after the City has obtained the AIP Grant.
