Infrastructure and City Assets.

FISCAL IMPACT
The FY 2022-23 Adopted CIP Budget includes funding for the Hollydale Area Water Main Replacement project. Staff recommends a $81,900 budget transfer of Water Funds from Project 53250 Water Main System Replacement to Project 53031 Hollydale Area Water Main Replacement Project.

Staff has attached a Budget Data Sheet for reference (Attachment 1).

DISCUSSION
The Hollydale Area Water Main Replacement Project involves replacement of approximately 0.58 miles of existing water pipe and associated appurtenances that have had a significant history of water main breaks and have reached the end of their useful life. See Attachment 2 for project location and revised project limits. This project will also help the City meet the 2019 Water Rate Study water main replacement goals.

Staff utilized JIG Consultants, an engineering design consultant, to prepare the plans and specifications for this project. JIG Consultants was one of the on-call firms awarded a five-year agreement on October 16, 2018 to provide engineering consulting services. This firm submitted a $75,800 proposal for initial design services which fell within the City Manager award authority and the City Manager awarded the project.

The design process revealed that pipeline installations in steep hillsides and located within easements on private properties would present design and construction challenges, as well as increase the potential for resident inconveniences. Staff re-evaluated the proposed improvements and proposed a more practical alternative that maintains a majority of improvements within public right-of-way. This resulted in revised project scope and limits leading to the requested change order. JIG Consultants submitted a $37,040 fee proposal for the change order that includes extended topographic survey and mapping, potholing additional utilities and preparing revised design documents as requested by staff. See Attachment 3 for the change order proposal.

Staff has reviewed the proposal and finds it acceptable. Staff recommends approving the change order to Purchase Order C000266 with JIG Consultants.

Staff expects construction to begin in Winter 2023.
