Hollydale Area Improvements
T2 Proposal No. 22CA251-R1
Mr. Gutierrez,
Thank you for requesting that T2 Utility Engineers, Inc. (T2) prepare a cost proposal for utility investigation services for the subject project including testholes in the City of Fullerton.
Project Scope
Task: Testholes: T2 will provide testholing at an estimated ten (14) locations for confirmation/identification of subsurface utilities, as directed by Client. Specific testhole locations are currently unknown, but will be identified by the Client during the design phase of the project. If additional testholes are requested, they will be billed at the rate shown on the Estimate Sheet.
Testhole Assumptions
• Project is subject to Prevailing Wage requirements .
• Client will provide utility records for use in loc ating utilities to be testholed. • Traffic Control Plans are NOT required.
• WATCH Manual Traffic Control will be used, T2 to p rovide. • A no-fee Permit will be issued by the City.
• All work shall be completed during regular weekday business hours. • Testholes shall be backfilled with the native soil s. • Native soils are free of contamination.
• If contamination is encountered during the investi gation, T2 will handle the testing and disposal of soils (additional service).
• Surface restoration shall be cold patch asphalt mi x (temporary), concrete patch, or compacted native, depending on location.
• Hot mix asphalt restorations are required.
• Post-investigation survey of the testhole location s will be performed by the Client. • Removal of USA marks are NOT required.
Deliverables
T2 will provide a “Testhole Data Sheet” for each te sthole completed. This form will include swing tie s from existing visible features to the testhole location, depth to top and bottom of utility from existing grade, material type, and size of utility if found. Horizontal position of the utility will be marked with a nail/disk or stake for accurate identification during survey.
Recommendation:
Subsurface Utility Engineering identifies existing subsurface utility data, maps the locations of underground utilities, and classifies the accuracy of the data based on standardized quality levels. The data allows for developing strategies and making informed design decisions to manage risks to avoid utility conflicts and delays. If a utility conflict arises, viable alternatives can be determined to resolve the issue before any damage is done, which almost always results in a significant cost-savings.
With projects such as this, it is highly recommended that the owner include a thorough utility investigation prior to design. Relying strictly on records and testholes has proven to fall short of meeting the design requirements.
It is our recommendation that the owner implement a proven strategy using the American Society of Civil Engineers standard ASCE 38-22. Many wastewater facilities, including Orange County Sanitation District, have implemented the ASCE 38-22 as a standard practice for all their major projects.
This standard guideline describes four quality levels of utility depiction:
Quality Level D - Information derived from existing records or oral recollections.
Quality Level C - Information obtained by surveying and plotting visible above-ground utility features and by using professional judgment in correlating this information to Quality Level D.
Quality Level B - Information obtained through the application of appropriate surface geophysical methods to determine the existence and approximate horizontal position of subsurface utilities.
Quality Level A - Precise horizontal and vertical location of utilities obtained by the actual exposure and subsequent measurement of subsurface utilities, usually at a specific point.
Schedule
Schedule will be coordinated with JIG Consultants following notice to proceed.
Fee
The scope unit rates and effort are described in the attached project estimate. The total project price may vary due to unknown field conditions; however only the actual units and hours worked will be invoiced.
T2ue proposes to provide these services for the following not-to-exceed without prior approval fee:
Testholes: $ 22,220
Limitations
T2 does not guarantee that all documented or undocu mented existing utilities will be designated by geophysical prospecting or located by testholes. Services provided by T2 does not relieve the construction excavator from notifying the appropriate entities including but not limited to Dig Alert.
Terms & Conditions
Terms and Conditions will be reviewed and agreed upon following project award.

Subject: Topographic Survey for Water Main Design
Extension of Miramar Drive, Fullerton
Dear Matthew,
KDM Meridian appreciates this opportunity to provide JIG Consultants with this proposal for survey work. The following is our project understanding, scope of work, notes -assumptions-exclusions, estimated schedule, and fees.
Project Understanding
The City of Fullerton will design and construct improvements to the water main in the Extension of Miramar Drive, Fullerton. A topographic survey and pre -construction corner records (as necessary), are being requested. The extension area requested is shown on the attached exhibit and consists of approximately 1425 linear feet of street, and approximately ten potential existing centerline monuments.
Scope of Work
1. Record Information
a. Obtain record maps and related survey information (e.g., tie-sheets, corner records and benchmarks) from the City of Fullerton and County of Orange.
2. Control Datums:
a. Horizontal: CCS83, Zone 6
b. Vertical: City of Fullerton Datum
3. Control Survey
a. Survey and identify existing benchmarks and existing exposed centerline monuments (those at existing surface).
4. Field Topographic Survey
a. Collect survey points at no less than a 50 -foot interval for ramps, curb and gutter, cross - gutters, spandrels, driveways, power poles, streetlights, hydrants, pedestals, trees, signs, utility boxes, water and gas meters, valve boxes, manholes, catch basins, monitoring wells, and striping.
b. Utility Detail
i. Catch Basins – Locate openings, local depressions, access rims, and pipe inverts. ii. Water Valves – Locate access rims and depths to top of nut. iii. Sewer Manholes – Locate access rims, depths to inverts, and note manhole material.

5. Deliverables
a. Topographic b ase mapping in AutoCAD drawing format at 1” = 40’ scale consisting of surveyed points, linework, DTM with 1’ contours (limited to asp halt areas), record centerlines, street rights-of-way, and property lines.
b. Surveyed points in ASCII file format.
c. Notes, sketches, and photographs.
d. Signed and sealed topographic survey in PDF format.
Notes, Assumptions, and Exclusions
1. Monument preservation is not included within the topographic base mapping scope and fees.
Following provision of 100% design plans, the monuments requiring preservation will be determined and agreed upon with City and then required field work and pre -construction corner records will be prepared and filed.
2. Field survey will be completed as described within the project understanding and scope of services for the project. No other work is inferred or intended unless otherwise stated within this proposal.
Estimated Schedule
Topographic Base Mapping will be c ompleted within 2-3 weeks from receipt of NTP, barring inclement weather.
Fixed Fees
Topographic base mapping $ 10,300
Pre-Construction Monument Preservation (Each Monument) $ 500/ea.
Thank you for this opportunity to provide surveying services to JIG Consultants. Please contact our office if you have any questions.
