PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statement:

Fiscal and Organizational Stability.

FISCAL IMPACT
No budgetary impact as existing vacancies within budget would support temporary staffing costs. The requested change orders not to exceed $250,000 will support temporary staffing services for Administrative Services or other departments as administrative support needs arise.

DISCUSSION
The Administrative Services Department obtained temporary staffing services to support finance and administrative functions to address critical services and strive to provide necessary service levels. Staff has utilized various temporary staffing services including Roth Staffing Companies.

The Administrative Services Department is filling vacancies that occurred the last few fiscal years in its fiscal services and revenue divisions. The proposed temporary staffing services will maintain City service levels.

Fullerton Municipal Code Section 2.64 and the Fullerton Policy and Procedures Manual – Policy 4.1.2 Procurement of Goods and Services establish the conditions and procedures for purchases or contracts required by the City for proper department operation in an open and competitive environment. The City’s Purchasing Agent can enter contracts deemed necessary under these conditions unless otherwise provided by the law. California Government Code Section 53060 permits government agencies to contract for special services and advice in financial, economic, accounting, engineering, legal or administrative matters if such persons have training, experience and competence to perform the required special services.

The Administrative Services Department has utilized temporary staffing services from Roth Staffing Companies since FY 2020-21, and more frequently in FY 2021-22 and FY 2022-23, as the department experienced a number of (sometimes recurring) vacancies in key areas of fiscal services and revenue. Staff is pleased with the quality of work and services provided by the Roth ambassadors. The City needs these services to continue to mitigate lapses and downgrade of service until it can fill vacant positions and train new employees.

Staff anticipates expenditures to Roth staffing services to exceed $100,000 by the end of FY 2022-23 and requires continued staffing support from Roth in the first half of FY 2023-24. Staff requests City Council approve a change order with Roth Staffing Companies not to exceed $250,000.

The City’s need for temporary staffing services can fluctuate from year to year and the City may have future temporary staffing needs. Staff will prepare a formal solicitation or Request for Qualifications (RFQ) in early FY 2023-24 to create an “On-Call” list with multiple firms for temporary staffing on an as-needed basis to obtain the best value in an open and competitive market. cc: City Manager Eric J.
