DISCUSSION
California Government Code Section 65400 requires that all local planning agencies prepare an Annual Housing Element Progress Report (“Annual Report”) on the status of the Housing Element of the General Plan identifying progress made in its implementation for each calendar year. Local agencies must report on all phases of housing production as well as progress on implementation of programs identified in the General Plan. The statute requires presenting the Annual Report to the legislative body at a public meeting and providing a copy to the Governor’s Office of Planning and Research and the State Department of Housing and Community Development (HCD) by April 1 of the following year.
The Annual Report describes progress made on housing production counted toward the mandated Regional Housing Needs Assessment (RHNA) allocation. The RHNA represents the number of new housing units needed for various income categories to meet projected housing demand established for the “6th Cycle,” covering the planning period of 2021-2029 (October 2021 through October 2029).
HCD modified the format of the Annual Report in 2018 to provide HCD with a complete picture of the housing pipeline and units completed and to collect information on progress made on the implementation program identified in the Housing Element of the General Plan. Reportable milestones entail building permit issuance and construction completion (Table A-2). Additionally, HCD tracks project approval date for projects requiring entitlement review (Table A-2) and the public hearing dates associated with the entitlement review (Table A).
The City issued permits for 73 units during 2022 as detailed in Table A-2 of Attachment 1. This included six single-family units that completed the administrative review process as detailed in Tables A and A-2.
The following Table 1 summarizes the units reported in Tables A and A-2 for 2022 as well as other significant housing projects for which no reportable milestones occurred in 2022.
