FISCAL IMPACT
The Fiscal Year 2022-23 Adopted Budget includes costs associated with installation and maintenance of signs and markings as well as various requests recommended by the Transportation and Circulation Commission.

DISCUSSION
Brookdale Avenue is a 36-foot-wide, east / west residential cul-de-sac street with a 25 miles per hour prima facie speed limit. Both sides of the street have improved curb, gutter and sidewalk. Single-family residential homes comprise both sides of the street. The City restricts on-street parking to two hours of continuous parking between 8:00 a.m. and 4:00 p.m., Saturday, Sunday and Holidays exempt. The City permits “Early Morning Parking” between 2:00 a.m. and 5:00 a.m. on both sides of the street for this segment of Brookdale Avenue. The residence was built in the 1930’s and has one single-car garage which is inaccessible for all practical reasons.

The resident requested a Disabled Person’s parking space in front of the home due to a physical condition prohibiting the resident from fully turning their head to safely back out of the driveway. Available on-street parking in front of the home would greatly enhance the health, safety and quality of life for the resident.

The resident possesses a valid California Driver’s License and a Disabled Person’s placard. The property is ADA compliant for non-ambulatory disabilities.

The TCC considered this item was on February 6, 2023 and recommended forwarded to City Council for final approval.
