MEETING DATE: March 21, 2023
TO: CITY COUNCIL / SUCCESSOR AGENCY
SUBMITTED BY: Stephen Bise, CITY ENGINEER / ASSISTANT DIRECTOR OF PUBLIC WORKS PREPARED BY: Roger Delgadillo Equipment Superintendent
SUBJECT: ADVANCE RESOURCES, LLC STAFF AUGMENTATION CHANGE ORDERS

SUMMARY
Request to approve $125,001 change order with Advance Resources, LLC to provide temporary staffing support in lieu of critical vacancies in the Public Works Equipment Division.

RECOMMENDATION
Approve and authorize City Manager, or designee, to execute a $125,001 change order with Advance Resources, LLC.

CITY MANAGER REMARKS
The City Manager requests City Council approval of the change order.

PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statement:

Fiscal and Organizational Stability.

FISCAL IMPACT
No budgetary impact as existing vacancies within budget would support temporary staffing costs. The Public Works Director approved the existing $49,999 purchase order under the Purchasing Authorization Approval Limit. The requested $125,001 change order would support temporary staffing services for Public Works Equipment Division. Staff anticipates that the Department will need temporary staffing services through the end of Fiscal Year 2022-23 at a $175,000 cost.

DISCUSSION
The Equipment Division obtained temporary staffing services to support lack of personnel and strove to provide necessary service levels. The Division has six Mechanic II positions budgeted with four current vacancies. Staff employs two mechanics through Advance Resources and seeks a third mechanic.

The City’s last Mechanic II recruitments were unsuccessful. Human Resources will conduct a pay evaluation before posting the job again. The proposed temporary staffing services will maintain City service levels.

Fullerton Municipal Code Section 2.64 and the Fullerton Policy and Procedures Manual – Policy 4.1.2 Procurement of Goods and Services establish the conditions and procedures for purchases or contracts required by the City for proper department operation in an open and competitive environment. The City’s Purchasing Agent can enter contracts deemed necessary under these conditions unless otherwise provided by the law. California Government Code Section 53060 permits government agencies to contract for special services and advice in financial, economic, accounting, engineering, legal or administrative matters if such persons have training, experience and competence to perform the required special services.

Staff requests City Council approve a $125,001 change order with Advance Resources for a $175,000 total.

The City’s need for temporary staffing services can fluctuate from year to year and the City may have future temporary staffing needs. cc: City Manager Eric J. Levitt
