PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statement:
Infrastructure and City Assets.
FISCAL IMPACT
City Council approved a $550,000 appropriation in the Water Fund (Fund 44) to purchase a new Vactor Hydro Excavator in the Fiscal Year 2022-23 Adopted Budget. The cost for this new vehicle has increased to $608,178.71 due to due material cost increases, delays due to COVID-19 impacts and additional equipment needed for the truck. The Water Fund has identified operating savings to cover the $58,178.71 shortfall. The $608,178.71 budget transfer and appropriation request would authorize the money transfer and appropriation to purchase the Vactor Hydro Excavator in the Vehicle Replacement Fund.
DISCUSSION
The Water Operations Division does not own a vacuum truck. Water Operations has requested use of this equipment from the Wastewater Collections section on various occasions and has operated demo equipment which has provided valuable experience and firsthand knowledge of the benefits which prompted this request.
A vacuum truck draws liquids, slurry and sludge from a location into its tank and can transport the liquid to another location for drying and disposal. Vacuum trucks have a high-P.S.I. pressure washer to break up the soil and create a slurry which the truck can vacuum into the tank for transport.
This piece of equipment has become common in Water Operations for various reasons, including:
Expedites emergency repairs by “soft digging” without waiting for afterhours response from each utility Eliminates damage to other utilities caused from backhoe operation Minimizes site restoration costs due to the smaller excavation footprint needed to make repairs Expedites repairs due to smaller excavation area which also generates a smaller worksite footprint and eliminates need for a dump truck Reduces workplace injuries associated with conventional hand digging Expedites repairs due to combining both dewatering and excavation in one operation Improves job planning due to the ability to pothole and confirm depth, material, diameter, etc.
Reduces the equipment needed to mobilize a crew
Ability to vacuum sediment from reservoirs as opposed to manually removing material.
Overall, the addition of a vacuum truck would the allow City to dispatch an additional crew to make underground infrastructure repairs. Furthermore, the purchase of a vacuum truck eliminates concerns associated with borrowing equipment from Wastewater Collections, such as cross contamination and impacting wastewater staff from completing their assigned work.
The City would purchase the Vactor Hydro Excavator from Haaker Equipment Company through Sourcewell Cooperative Purchasing (Contract No. 101221-VTR).
