In all respects as set forth in the Recitals of the Resolution.

City Council, finds as follows:

Finding: Medium Density Residential is a general plan land use designation, the purpose of which is “to establish and protect opportunities for households that desire urban living within a compact and walkable neighborhood, and to provide opportunities for neighborhood support uses and amenities.” Potential land uses within this designation include attached dwellings with a density range of 15.1 DU/acre to 28 DU/acre.

Fact: The project proposes to construct a 65-unit affordable housing project on a 2.50-acre parcel of land at density of 26 DU/acre, which is consistent with the Medium Density Residential community development type.

Fact: The proposed residential community provides affordable rental housing options for various income levels, including 29 one-bedroom units, 20 two-bedroom units, and 17 three-bedroom units.

Fact: The site is located directly adjacent to Commonwealth Avenue and near Metro Rail transit lines. Further, the project is near a City park, facilitating the walkability of the community.

Fact: The project is consistent with Goal 3 of The Fullerton plan, which is to provide a supply of safe housing ranging in cost and type to meet the needs of all segments of the community.

Fact: The project is consistent with several policies of The Fullerton Plan, including providing adequate sites for Housing development (Policy 3.1), expedite processing of very low, low, and moderate income housing developments (Policy 3.3), facilitate infill development (Policy 3.4), and use surplus city-owned land for affordable housing (Policy 3.8).

City Council does hereby approve said General Plan Revision LRP-2022-0010, subject to the following conditions of approval:
