FISCAL IMPACT
The FY 2022-23 budget includes the annual costs for OKTA licenses, subscriptions and support services in the Information Technology Fund (Fund 68). This item generates no additional fiscal impact to the City.
DISCUSSION
The City purchased its OKTA licenses, subscriptions and support services from authorized reseller ePlus Technologies (ePlus) as part of the IT Emergency Infrastructure and Security Upgrades Project approved in January 2020. The City entered into a three-year agreement with ePlus for its citywide OKTA licenses, subscriptions and support services which expired on March 31, 2023. OKTA has agreed to provide the City a grace period to seek City Council approval to renew for a three-year term. Staff solicited three written quotes in the open market to maintain continuity of this integral pillar of the City’s cybersecurity program. ePlus submitted the lowest responsible bid for a three-year term. Staff recommends that the City renew its OKTA licenses, subscriptions and support services with ePlus.
The FY 2022-23 Budget and subsequent budgets will include OKTA license, subscription and service renewals as part of the Information Technology Internal Service Fund operating budget. This items generates no additional fiscal impact to the city.
OKTA is the City’s identity and access management platform, a key pillar of the City’s cybersecurity program. City staff use OKTA daily for application sign-in. OKTA provides single sign-on functionality and multi-factor authentication required by federal cybersecurity standard frameworks. Integration with all primary City applications allows for automated account creation when an employee joins the City, authorization to use approved applications and account deactivation when an employee separates.
Staff anticipates renewing OKTA licenses, subscriptions and support services at the end of the three-year term through the written quote process or through a competitive, cost-effective cooperative purchasing agreement.
