FISCAL IMPACT

DISCUSSION
The Public Works Water Operations Division has a diesel-operated 2008 Freightliner dump truck to haul spoil and excess discarded material from a job site, transport new backfill to an excavation or job site and transport and/or tow city-owned backhoes used for scheduled City services and emergency work as required. California Air Resource Board’s (CARB) On-Road Truck and Bus Regulations require nearly all trucks and buses to have 2010 or newer model year engines to reduce toxic air contaminants emissions by January 1, 2023 (see Attachment 1).

Staff recommends replacing the truck instead of repowering with a new engine due to the age and condition of the 2008 Freightliner dump truck. Replacing the truck with a new Compressed Natural Gas (CNG) vehicle will reduce the carbon footprint providing a cleaner burning fuel and will comply with CARB. This will provide the Division with a reliable vehicle essential to their work, especially when dealing with after-hour water emergencies.

The City utilizes cooperative purchasing to streamline the purchasing process, authorized by Fullerton Municipal Code Section 2.64 and related City of Fullerton Policy and Procedures Manual – Procurement of Goods and Services – Policy 4.1.2 Section IV.D, which allows an exemption to the Open Market process when participating in an established governmental “Cooperative Purchasing Agreement.” Cooperative purchasing is “Procurement conducted by, or on behalf of, one or more Public Procurement Units” as defined by the American Bar Association Model Procurement Code for State and Local Governments.

The City will purchase the truck from PB Loader Corporation through Sourcewell #080521-PBL (see Attachment 2). Sourcewell is a cooperative purchasing State agency that has competitively solicited bids for various products and services establishing predetermined pricing for governmental agencies. Staff recommends awarding a $287,851.88 purchase contract to PB Loader Corporation for the Velocity Dump Truck CNG.
