MEETING DATE: APRIL 4, 2023
TO: CITY COUNCIL / SUCCESSOR AGENCY
SUBMITTED BY: STEPHEN BISE, CITY ENGINEER / ASSISTANT PUBLIC WORKS DIRECTOR PREPARED BY: DAVE ROSEMAN, CITY TRAFFIC ENGINEER
SUBJECT: TRAFFIC SIGNAL VEHICLE DETECTION EQUIPMENT PURCHASE

SUMMARY
Authorize replacement and/or new installation of vehicle detection equipment to use at signalized intersections citywide, as needed for regular traffic signal operations.

RECOMMENDATION
Authorize Director of Administrative Services, or designee, to award purchase order(s) not to exceed $200,000 to Iteris, Inc. for vehicle detection equipment.

CITY MANAGER REMARKS
Concur with recommendation.

PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statement:

Infrastructure and City Assets.

FISCAL IMPACT
The Fiscal Year 2022-23 Adopted CIP Budget includes costs associated with installation and maintenance of vehicle detection equipment at signalized intersections. While the purchase order increase request authorizes the City to increase award with Iteris, the recommended action does not require additional budget appropriation.

DISCUSSION
The City uses Iteris vehicle detection systems at traffic signals citywide. Vehicle detection systems are an integral part of traffic signal operations. Systems detect the presence of vehicles and provide the appropriate signal timing. The City uses either video detection or radar detection systems manufactured by Iteris.

The City uses these systems in most cases to replace existing and outdated traffic detection loops previously installed in the asphalt. Upgrading to the latest video and/or radar technology allows the City to make future vehicle detection changes without affecting the street asphalt surface. The City also purchases systems to replace existing video detection systems that have reached the end of their respective product lifespans. The City plans to continue to use Iteris products for consistency and uniformity as the City has tested these products and they have proven as cost effective with minimal repairs and maintenance needs.

Staff anticipates installation, maintenance and service costs to exceed $100,000. Staff requests City Council authorize increasing the purchase order to not to exceed $200,000.

Staff will determine locations eligible for these upgrades based on scheduled capital improvement program projects or as additional existing products reach the end of their lifespans. cc: City Manager Eric J. Levitt
