SUMMARY
Assembly Member Sharon Quirk-Silva secured $2,000,000 for the Women’s Transitional Living Center through the 2022-23 State Budget Act Legislation AB 179 Chapter 249. The Women’s Transitional Living Center will use the funds to address impacts of COVID-19 on domestic violence and human trafficking victims. The California Office of Emergency Services (Cal OES) requires the City of Fullerton, as the grantee on behalf of the Women’s Transitional Living Center, to distribute the designated funds.

Appropriate $2,000,000 receipt and use of grant funds to Grant Fund (Fund 32).
CITY MANAGER REMARKS
This is funding that was earmarked for the Women’s Transitional Living Center by Assembly Member Quirk Silva. By Legislative procedures the money is passed through a local government entity. This item is to approve and execute the agreement.
PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statement:
Fiscal and Organizational Stability.
FISCAL IMPACT
This program award from Cal OES through the 2022-23 State Budget Act Legislation AB 179 Chapter 249 totals $2,000,000 and requires no City funding for the funding pass-through to the Women’s Transitional Living Center.
The City of Fullerton, acting in the capacity of a pass-through entity under the sub-grant agreement, will disburse $2,000,000 to the Women’s Transitional Living Center minus a 3% ($60,000) administration charge for the administrative costs to monitor and administer this grant, thus no net fiscal impact on the City. The City would utilize the $60,000 administrative costs to cover City staff time and legal costs associated to the grant.
DISCUSSION
This is a disbursement from the FY 2022-23 State Budget Act Legislation AB179 Chapter 249 where the described project received a $2,000,000 award.
The Women’s Transitional Living Center will use the funds to address the impact of COVID-19 on domestic violence and human trafficking victims.
Cal OES, a state agency, and Assembly Member Quirk-Silva notified the City of Fullerton of its selection and ultimately its requirement as the designated grantee on behalf of the Women’s Transitional Living Center.
Cal OES requests that the City of Fullerton submit the attached pass-through grant subaward request forms to receive and appropriate funding. In addition, the City Attorney’s office and the City Manager recommend that the City enter into a subaward agreement with the Women’s Transitional Living Center to ensure proper use of funds and a process for distribution.
