FISCAL IMPACT
The City of Fullerton received a $505,000 Department of Water Resources (DWR) 2021 Urban and Multibenefit Drought Relief Program (UMDRP) grant. The grant does not require matching funds. The FY 2023-24 proposed CIP Budget includes funding from the Water Fund to cover the remaining project cost.
Staff will budget annual on-call Professional Services Agreements for Fiscal Year 2024-25 and beyond during the appropriate fiscal year budgets. Staff does not anticipate the total cost for on-call services to exceed $200,000, however, particularly complex projects may increase this amount.
DISCUSSION
Well 6 has seen a decrease in production from 1,450 gallons per minute (gpm) to 1,250 gpm. A recent energy efficiency test revealed an overall plant efficiency (OPE) of only 37.2%. This project would rehabilitate the well and replace its existing pump with a high efficiency pump to restore the original production capacity. The rehabilitation will include, at a minimum, pulling the pump, video surveying, brushing and bailing, mechanical development by dual-swabbing and airlifting, pump testing, final video surveying and disinfection. Staff expects well rehabilitation and pump upgrade to production capacity by 320 acre-feet per year and increase OPE to 72%, resulting in 167,231 kWh or $14,750 in annual electrical energy savings.
The 2021 DWR UMDRP set aside grant funding to the Disadvantaged Communities Involvement (DACI Set Aside) Program. DWR and the Santa Ana Watershed Project Authority (SAWPA) entered into an UMDRP DACI Set-Aside Program agreement, provided that SAWPA serves as the program manager. SAWPA selected the Fullerton Well 6 Rehabilitation project to receive grant funding due to the potential increased production and energy savings. The City signed the grant agreement on October 26, 2022 (Attachment 1). The grant deadline is September 30, 2024, however, the City has targeted July 31, 2024 for project completion to allow SAWPA and DWR to process all paperwork.
Staff issued a Request for Proposals (RFP #4385, Attachment 2) on December 22, 2022. Two consultants responded and submitted proposals in January 2023. Engineering staff reviewed and assigned scores to the proposals. ENGEO had a composite score of 27.50 while Thomas Harder and Company had a score of 27.63 — a difference of 0.13. Staff held internal discussion between the raters and selected ENGEO for the following reasons:
provided subcontractors on their team to expedite the project to meet the grant deadline presented a more comprehensive workplan
better explained their suite of on-call hydrogeological services (Attachment 3).
The Thomas Harder and Company fee for hydrogeological services for Well 6 rehabilitation totaled $107,235 while the ENGEO fee totaled $95,310.
Staff expects ENGEO to start rehabilitation design services in May 2023. ENGEO services include pulling the pump, performing geophysical surveys, video surveying the well, preliminary assessment reporting and preparing bid documents for well rehabilitation.
Staff also recommends retaining ENGEO on an annual on-call basis to provide as-needed hydrogeological services. These services could include assessment, design and inspection services of other City wells, well destruction design and inspection services, well siting studies, grant writing assistance and Drinking Water Source Assessment and Protection Reports preparation services. Programmed CIP projects would include costs for the on-call services. The City would issue the on-call agreement an annual, fiscal year basis, based on satisfactory performance and acceptable fees.
