FISCAL IMPACT
Staff anticipates the cost to complete the Amerige Park Stadium Netting Project will total approximately $450,000. The Fiscal Year 2022-23 Capital Improvement Projects Budget includes $150,000 of ARPA funds for Project 54049 Amerige Park Stadium Netting, which the City appropriated to help offset the use of City funds required for the project.
Staff has identified that the use of ARPA funds for this project would trigger Buy America requirements for purchasing steel poles with materials manufactured solely in the United States. This requirement alone would increase the Contractor’s construction cost by approximately $150,000. Therefore, staff recommends re-appropriating the ARPA funds to another ARPA-funded project to better leverage our resources. In addition, Hope University uses the stadium for their baseball team, paying approximately $106,000 per year and providing all stadium maintenance. Hope University continued to pay the City during the pandemic quarantine and maintained the field and stadium even though the field remained closed. The payments made will serve as a credit towards the cost of the netting project.
City Council previously appropriated $454,706 of ARPA funds to the Fullerton Community Center Generator Project. The project design has started but staff expects the project cost will rise due to recent significant material and equipment cost increases and expected modifications to the site improvements to accommodate the generator. Staff requests re-appropriating the ARPA revenue replacement funds from Project 54049 Amerige Park Stadium Netting to Project 54053 Fullerton Community Center Generator to help offset the expected increased costs rather than more Park Dwelling funds for the generator project.
Staff requests a $450,000 budget transfer and appropriation from Park Dwelling Fund (Fund 39) to Project 54049 Amerige Park Stadium Netting (Fund 74). Staff also recommends re-appropriating $150,000 of ARPA Revenue Replacement funds from Project 54049 Amerige Park Stadium Netting to ARPA Funds in Project 54053 Fullerton Community Center Generator which would solely fund Project 54049 Amerige Park Stadium Netting with Park Dwelling Funds.
Staff has attached a Budget Data Sheet and the Contractor Quote for City Council reference (Attachment 1 and 3).
DISCUSSION
The improvements at Amerige Park Stadium include safety netting along the south and west sides of the baseball field to help prevent baseballs from exiting the sports field area and entering the adjacent parking lot and Fullerton Community Center grounds. The City installed the netting in 2013. The City has received reports of baseballs leaving the field over the netting since that time. These instances have recently increased with regular use of the field by HOPE University.
This project would extend the height of the poles and netting along the south and west sides of the stadium to provide additional safety. See Attachment 2 for project improvements location. The existing poles and netting have a height of 60 feet. The City designed and constructed these poles and associated foundations to allow an extension to a maximum height of 120 feet with the 2013 improvements. Tanner Consulting Group conducted a trajectory study in July 2022 to determine the height of the pole extensions. This study showed that a ball hit foul by an AA minor league player could exit the stadium at the current height of the poles. As a result, this project will extend the poles and associated netting to the maximum allowed height of the poles which should provide a sufficient height per the trajectory study.
West Coast Netting completed the 2013 improvements using their design and structural systems. Only two or three companies in the region provide this product and service. Therefore, staff recommends the City continue utilizing West Coast Netting and install compatible products rather than another manufacturer product that could require modification of the existing poles and/or structural system.
Construction will require large equipment on the baseball field. Staff has tentatively scheduled work to start in late summer, after the conclusion of the HOPE University baseball season.
Staff has prepared an environmental assessment in accordance with the California Environmental Quality Act guidelines and determined that the project is categorically exempt.
