FISCAL IMPACT
The Fiscal Year 2022-23 Adopted CIP Budget has funding available for this project. Staff recommends a $316,000 budget transfer of Sewer Enterprise Fund from Project 51419 Annual Sewer Replacement Program and a $335,000 budget transfer of Measure M2 Funds from Project 44589 Annual Residential Street Program to Project 51020 Ellis Place Sewer Replacement and Street Improvements Project.
Staff has attached a Budget Data Sheet / Summary of Bids and the Contractor’s Bid Schedule for reference (Attachments 1 and 2 respectively).
DISCUSSION
The project would upsize and replace the aged sewer main along Ellis Place and a section of aged sewer main along North Ellis Lane. Concurrently, the project will also install new, and replace all aged, sewer manholes and upgrade the sewer lateral connections for each property. The Sewer Master Plan listed the sewer mains as deficient and sewer manholes in need of replacement by Public Works Maintenance.
The project scope also includes new curb and gutter construction, ADA access ramp construction, cross gutter and spandrels and sidewalk repair and construction. The Project Location Map shows the limits of the construction work (Attachment 3).
The City programmed this project to perform sewer upgrades prior to upcoming construction of the new private development known as the Fox Block Project later this year. Fox Block Project will convert Ellis Place into a cul-de-sac closing through-traffic from Harbor Boulevard and will include final pavement rehabilitation of Ellis Place as part of their scope of work. Staff has coordinated the City improvements with the proposed private development improvements.
The City received four bids on April 7, 2023 for the Ellis Place Sewer Replacement and Street Improvements Project. Palp, Inc. DBA Excel Paving Company from Long Beach submitted the apparent lowest bid in the amount of $493,190. Staff evaluated the bid and found it acceptable. The submitted low bid is approximately 6.17% above the engineer’s estimate of $465,000. Staff recommends awarding the project to Palp, Inc. DBA Excel Paving Company.
Staff anticipates construction will begin early summer 2023 during summer recess of the adjacent Fullerton High School.
Staff has prepared an environmental assessment in accordance with the California Environmental Quality Act guidelines and determined that the project is categorically exempt.
