DISCUSSION
Gilbert Park is a neighborhood park located at 2120 Orangethorpe Avenue and shown on Attachment 3. The improvements would repair damaged hardscape and create an accessible pathway throughout the park. The improvements include, but are not limited to:
new sidewalk installation connecting the park and Community Building to Orangethorpe Avenue concrete walkways and drainage gutter repairs
new accessible ramps
basketball court repair
new water fountain and bike rack
accessible parking stall relocation
parking lot repairs
new ADA signage.
The City utilized its ADA Transition Plan in the planning and design of the park repairs.
The City received four bids for the Gilbert Park Repairs and Voluntary Accessibility Improvements Project and publicly opened them on March 29, 2023. Towo Enterprise Inc. submitted the lowest responsible bid in the amount of $269,276. The low bid is approximately 4% lower than the engineer’s estimate of $280,000. Staff evaluated the bid and found it acceptable. Staff recommends awarding the project to Towo Enterprise Inc.
Staff anticipates construction to begin in late May and take six weeks to complete.
Staff has prepared an environmental assessment in accordance with the California Environmental Quality Act guidelines and determined the project categorically exempt.
