This item notifies City Council of emergency actions taken to initiate repairs and authorizes use of Water Funds for the emergency repair costs.

FISCAL IMPACT
The FY 2022-23 Adopted Budget did not include the cost for these emergency repairs. The Water Fund has adequate funds to support this budget appropriation.

The attached Budget Data Sheet (Attachment 1) shows repair costs.

DISCUSSION
This item reports on the Public Works emergency related to a water main break on Rosecrans Avenue in accordance with Fullerton Municipal Code 2.64.090.

Staff received notification of a water main break and roadway damage on Rosecrans Avenue, west of Euclid Street on the morning of Friday, March 24, 2023. The Public Works Water Division staff arrived at the site and found a break in a major 12-inch diameter cast iron water distribution pipeline. This break created significant damage to the roadway which prompted Public Works Street Division to close westbound traffic on Rosecrans Avenue. The City immediately initiated repairs to the water pipe including shutting down the broken segment of water pipe. Public Works Water Division staff performed repairs to the pipeline and completed by 10:00 p.m. on March 24, 2023.

The City Manager designated this project an emergency due to significant roadway pavement damage. Staff negotiated with, and issued purchase orders to, R. J. Noble on the afternoon of March 24, 2023 to repair the roadway. This repair involved excavating and removing damaged and saturated asphalt concrete and base material, installing new base material (as needed) and constructing new asphalt concrete pavement. R. J. Noble could only complete this work on Sunday, March 26, 2023 due to other pre-scheduled work on the previous day and the following week. R. J. Noble repaired the roadway the morning of Sunday, March 26, 2023 and opened the road to the public that afternoon. Public Works Street Division completed the final roadway striping.

The City must report emergency repairs exceeding $50,000 to City Council in accordance with Fullerton Municipal Code 2.64.090. City Council approval of the recommended actions authorizes appropriation and approval of payments to vendor(s) that provided emergency repairs as well as any internal costs expended to address the emergency.

Staff established a separate Capital Improvement Project, Project 53053 Rosecrans Avenue Water Main Break Repair (Fund 44), to track all costs due to the scope of the emergency repairs. Staff estimates that emergency repair costs will not exceed $110,000.
