Background & Consideration
Planning & Zoning Fees
Willdan Financial Completed a Fee Study in 2021 for Planning & Zoning Fees.
Certain fees do not provide for sufficient cost recovery upon further analysis.
The requested adjustments are for infrequent fees which are generally minor in nature.
Requested Change to Appeal Fee Cost
Appeal Fees were listed as 7% cost recovery and did not cover the staff time associated with resubmitting a project to the Planning Commission or City Council.
Staff recognizes the importance of maintaining low costs for the general public to appeal a project.
Request to modify the fee to 25% of the application fee in an amount not to exceed a total cost of $2,000.00 Other Minor Fee Adjustments
Rounding of all Planning and Zoning Fees to the nearest $1.00 for ease of use for both customers and permitting staff.
A one-time fee equivalent to the actual cost for complete mailings to distribute and complete notifications.

Recommendation
It is recommended that City Council:
Direct staff to submit proposed fee changes, as recommended by the Community and Economic Development Department beginning Fiscal Year 2023-2024 for approval at a Public Hearing on June 6, 2023. 4
