PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statements:

Public Safety.

FISCAL IMPACT
The proposed additional security upgrades would increase the project cost from $1,467,334 to $1,981,994, an increase of $514,660, for the CCTV Network and Security Upgrades project which includes:
professional services agreement with Wachter, Inc. for camera and security hardware, software and installation professional service agreement with Glass Box Technology, Inc. for project management and IT network integration network cabling.

The additional security upgrade requests create an additional $514,660 project cost due to changes in the scope of work and need for additional cameras and security access points at various City locations as the project has progressed. Staff transferred $617,334 of City Council obligated ARPA funds for this project to the General Fund to cover (i.e., reimburse) General Funds contribution to the project. Recommendation 3 requests re-allocating these ARPA funds from the General Fund (Fund 10) and appropriate to the IT Fund (Fund 68) to cover the expanded project scope. Staff would return any unexpended funds back to the General Fund upon project completion.

DISCUSSION
City Council approved a Professional Services Agreement with Wachter, Inc. for critical CCTV network upgrades (hardware and software procurement and implementation) and appropriated $1,467,334 from the General Fund to the CCTV Network and Security Upgrades project on October 5, 2021. This covered cost of cameras and security hardware, software, installation and implementation. City Council approved an additional $617,334 from ARPA funding towards the CCTV upgrades project to reimburse the General Fund for the original project allocation on January 18, 2022.

The CCTV project has required change orders throughout the project as individual departments and IT identified needs for additional cameras and security access points. These include:
seven security access points added to doors in Public Works server installation for the Police Department cameras
wireless solution for the north / south stair camera in the SoCo parking structure additional cameras for City Hall on the second and third floors camera installation on the Police Department neon sign
City Hall data center cameras
five camera data runs for the Community Center
one security access system added to the Friends Bookstore in the Library relocate existing door and security access system for pool door at the Community Center add one additional pool door security access.

These previous change orders have totaled an amount within the City Manager approval authority. City Council authorized the City Manager to execute subsequent change orders accordingly on October 5, 2021.

However, the project now needs additional change orders due to increased project scope and costs totaling total $266,130 plus a $26,613 10% contingency, which exceeds City Manager approval authority. These change orders would:
interface security access system to active directory network add thirty traffic cameras to the Milestone monitoring and data storage system increase data storage for jail cameras to meet two-year retention requirements add cameras at Richman Park and Woodcrest Park
upgrade the camera at Public Works to a PTZ camera
relocate the access control panel at the HOPE Center
increase the Professional Service Agreement with Glass Box for increased work hours due to the changes in project scope.

Staff requests change orders to increase the Wachter purchase order to perform additional security work and services as the City contracted with Wachter, Inc. to perform all the security upgrades in the original project. The requested change orders fall within the existing CCTV project budget through use of approved ARPA funds.

Staff requests City Council approve Amendment No. 1 to the PSA with Wachter, Inc. to perform necessary change orders to CCTV Network and Upgrades Project and change orders with Glass Box to provide project management services related to the work provided by Wachter. Lastly, staff requests re-allocating the original $617,334 ARPA funds from the General Fund (Fund 10) fund balance to the CCTV Network and Upgrades project budget in the IT Fund (Fund 68) to consolidate the budget for this project and cover costs related to the project changes.
