Maintenance of Effort (MOE)
To receive RMRA/SB1, Gas Tax and Measure M2 Local Fair Share revenue, the City must maintain eligibility that includes a Maintenance of Effort (MOE) requirement.

MOE requires the City to expend, each fiscal year, a minimum amount of unrestricted funds towards maintenance and rehabilitation of the City streets.

Eligible costs can include construction, preventive maintenance, street lighting, drainage and landscape maintenance, safety, traffic control devices, etc.

Measure M2 MOE is the largest and was recently increased to $4,921,569 for FY 2023-24.
