FISCAL IMPACT
The Fiscal Year 2022-23 CIP Budget has sufficient funding for the Residential Slurry Seal and Miscellaneous Rehabilitation Project – FY 2022-23 (Project 44697). Staff recommends a $100,000 budget transfer of Measure M2 funds from Project 44047 Raymond / SR-91 Street Improvement Project to Project 44697 Residential Slurry Seal and Miscellaneous Rehabilitation Project – FY 2022-23. The Raymond / SR-91 Street Improvement Project is complete and staff recommends utilizing project savings to fund Project 44697 Residential Slurry Seal and Miscellaneous Rehabilitation Project – FY 2022-23.

Staff has attached a Budget Data Sheet and the Contractor Quote for reference (Attachments 1 and 2).

DISCUSSION
Staff has investigated and implemented the use of new pavement treatment options and products over the past several years as potentially cost-effective methods to address the pavement conditions of the City streets. This has included use of Asphalt-Rubber Aggregate Membrane (ARAM) and Forta-Fi fibers in asphalt concrete. The City has found these methods generally successful but has not determined the long-term effectiveness of these methods as the City has only had the projects in place for a limited time (up to two years). Staff recommends additional time to observe and determine if the products provide a cost-effective alternative to conventional rehabilitation methods such as grind and overlay.

Staff proposes using a pavement treatment known as Central Mix Rubberized Emulsion Aggregate Seal (CM REAS) which is a blend of asphalt emulsion, California recycled tire rubber, aggregate, polymers, stabilizers and performance additives produced by Petrochem Materials Innovation, LLC (PMI) as the City continues investigating cost-effective paving alternatives. This product offers a higher quality product as it requires approximately double the modified binder content resulting in a thick film of binder and long service life. The product is mixed at a controlled location, rather than on site, providing a higher quality solution.

Improvements for this project will involve pavement treatment on three residential streets and either CM REAS Type I slurry seal or ‘Flex Cape’. CM REAS Type I slurry seal will use an 1/8” aggregate and has the smoothest finish, while Flex Cape is a multi-layered system of slurry seals designed to seal cracks and provide a smooth surface for alligatored and distressed streets. Flex Cape provides an alternative for street conditions that would typically qualify for grind and overlay treatment. PMI provides a seven-year warranty on the CM REAS Type I product and ten years on the Flex Cape product.

The following table lists the proposed streets and associated treatments (see Attachment 3):

Road
Limits
*PCI Rating
Pavement Treatment
Lincoln Avenue
College Place to Nutwood Avenue
75-87
CM REAS Type I
Hillcrest Drive
Lemon Street to Cul-de-Sac
51 Flex Cape
Hillcrest Lane
Hillcrest Drive to Cul-de-Sac
73 CM REAS Type I
*PCI = Pavement Condition Index
Staff recommends Lincoln Avenue because the City recently completed a water main replacement project in this area but did not include pavement rehabilitation in the project due to the good pavement condition and limited street funds. The City rehabilitated all other streets in the project area.

Staff recommends Hillcrest Drive and Hillcrest Lane due to their respective PCI ratings, street length and lack of connection to other streets. Hillcrest Drive has a 51 PCI which would warrant a conventional grind and overlay treatment, however, staff recommends application of Flex Cape to determine if this treatment would provide a good alternative to grind and overlay.

Staff recommends awarding this contract whereby the City ‘piggybacks’ the multi-year contract (Contract # ARC 40 59680 16) between PMI and the City of Los Angeles (Attachment 4). This contract allows piggyback pricing to other agencies. The City Purchasing Policy Section IV (F) Exceptions to the Bid Process allows the Purchasing Manager to contract for goods or services using ‘piggyback’ contractual agreements of other governmental agencies. This contracting allows the City to take advantage of pricing from the larger economies-of-scale that a larger city like Los Angeles can achieve. Staff finds the terms and conditions of the contract between PMI and the City of Los Angeles acceptable.

Construction would tentatively begin in summer 2023.

Staff has prepared an environmental assessment in accordance with the California Environmental Quality Act guidelines determined that the project is categorically exempt.
