SUBJECT: CASA BLANCA-BARRIS-FERN AREA SEWER AND STREET IMPROVEMENTS PROJECT CONTRACT AWARD

SUMMARY
Request for City Council to direct the City Manager to award and execute a construction contract with an approved contractor for infrastructure improvements within Casa Blanca Drive, Barris Drive and Fern Drive residential streets.

RECOMMENDATION
Approve plans and specifications for the Casa Blanca-Barris-Fern Drive Area Sewer and Street Improvements Project (Project 51030).

Authorize City Manager to award, administer and execute a construction contract not to exceed $3,200,000 with an approved contractor for Casa Blanca-Barris-Fern Drive Area Sewer and Street Improvements project (Project 51030), in a form approved by the City Attorney. The City shall competitively bid the project pursuant to the Public Contract Code and the Fullerton Municipal Code.

Authorize City Manager to conduct a public hearing to hear bid protests, if any protests submitted to the City.

CITY MANAGER REMARKS
This project is to address a variety of issues. The timing of the project is critical due to trying to complete the work during the school’s summer recess. Due to timing, the staff is requesting that Council authorize the City Manager to award the project to the lowest bidder if it is within the $3.2 million allocated. The primary purpose driving the project is realignment of the sewer. We are combining other capital improvements with the alignment.

PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statement:

Infrastructure and City Assets.

FISCAL IMPACT
The Fiscal Year (FY) 2022-23 Adopted CIP Budget has funding programmed for the project from Sewer Enterprise Funds, Drainage Capital Funds and Measure M2 funds. Staff will return to City Council to report and authorize the actual budget transfer amounts.

DISCUSSION
The FY 2022-23 Capital Improvement Program includes infrastructure improvements within the Casa Blanca Drive, Barris Drive and Fern Drive residential streets. The improvements involve:
removing and replacing the existing sewer main
realigning a portion of the sewer main to eliminate a City sewer within the school district property rehabilitating a sewer main and storm drain main located on private property replacing storm drainpipes within the street right of way repairing curb, gutter, sidewalk and cross gutters
constructing curb ramps
rehabilitating the street pavement on Barris Drive.

Casa Blanca Drive and Fern Drive have good pavement conditions (PCI scores of 79 and 59 respectively) and will have applicable pavement treatment as part of the City Council-approved Citywide Slurry Seal / Pavement Treatment Project in FY 2023-24.

Golden Hill Elementary School is located within the project limits on Barris Drive. The City will need to complete Barris Drive improvements during the school summer recess between June and mid-August. The typical timeframe for bid opening to City Council award to contract completion takes several months. Staff requests City Council authorize the City Manager to enter into a construction contract with an approved contractor for an amount not to exceed $3,200,000 to provide the contractor the maximum timeframe to complete this work within the school summer recess. Staff would return to City Council with notification of the contract award and project costs, along with authorization for required budget transfer amounts.

Staff has designed, and is currently bidding, the project in accordance with Public Contract Code and Fullerton municipal code requirements with a bid opening scheduled for May 3, 2023. Staff has also coordinated the project with the school district.
