We understand that the City of Fullerton (City) wishes to evaluate the power purchase agreements (PPAs) consummated by the Orange County Power Authority (OCPA) on behalf of the City. Strategic Energy Experts (SEE) has broad knowledge of California PPAs, OCPA and the structure of California Community Choice Aggregators (CCAs).
SEE would very much like to assist the City in this undertaking. Our knowledge base and background to analyze this task is unmatched. We are currently undertaking a similar analysis for the City of Irvine.
SEE would review each OCPA PPA, note its characteris�cs and provide a “mark to market” summary to see whether these PPAs have a posi�ve or nega�ve value if sold on or about July 1, 2024 (the earliest date the City could leave OCPA). Our report would also outline strategic steps for the City to take in its future dealings with OCPA.
The expert fees for this undertaking would be approximately $25,000 and this work would take 4-6 weeks to complete.
On an administra�ve note, the OCPA PPAs are highly confiden�al with penal�es if disclosed. Because of this confiden�ality issue, SEE suggests that any consul�ng agreements go through the City Atorney’s office or outside counsel to maintain atorney/client privilege.
