Infrastructure and City Assets.

FISCAL IMPACT
The Fiscal Year 2022-23 CIP Budget has sufficient funding for the Glenwood / Ford Area Infrastructure Improvement Project (Project 53029). Staff recommends the following budget transfers and appropriations:
$3,900,000 Water Funds from Project 53250 Water Main System Replacement $310,000 Sewer Enterprise Funds from Project 51419 Annual Sewer Replacement Program $1,900,000 Measure M2 Funds from Project 44589 Residential Street Program $670,000 Gas Tax Funds from Project 44589 Residential Street Program to Project 53029 Glenwood / Ford Area Infrastructure Improvements.

Staff has attached a Budget Data Sheet / Summary of Bids and the Contractor’s Bid Schedule for reference (Attachments 1 and 2).

DISCUSSION
This project would replace 2.01 miles of water pipe and 15 sewer manholes and grind and overlay pavement on Highland Avenue, Glenhaven Avenue, El Camino Drive, Ford Avenue, Fern Drive, Glenwood Avenue, Tamarack Drive, Malden Avenue, Union Avenue and Vista Verde Drive as shown on Attachment 3.

The water pipes in this area have a history of water main breaks and need replacement. This project will also help the City meet the 2019 Water Rate Study water main replacement goals. Staff has reprioritized and deferred many planned Water Capital Improvement Projects to meet those goals.

The following table shows the proposed street segments with current Pavement Condition Index (PCI):

The City bid this project on April 2, 2023 and received four bids on April 20, 2023 for the Glenwood / Ford Area Infrastructure Improvement Project. Big Ben, Inc. of Irvine, CA submitted the lowest bid totaling $5,983,025. The low bid is approximately 30% below the engineer’s $8,500,000 estimate. Staff attributes the difference between the engineer’s estimate and low bid to an increase in the engineer’s estimate to account for post-pandemic market trend uncertainty which triggered significant increases in material and labor costs in recent months. Staff has evaluated the bid documents and found them responsive and recommends awarding the project to Big Ben, Inc. Staff will notify impacted residents and businesses regarding upcoming project construction and potential impacts.

Staff anticipates construction for the Glenwood / Ford Area Infrastructure Improvement Project to begin in August 2023 and end in April 2024.

Staff has prepared an environmental assessment in accordance with the California Environmental Quality Act guidelines and determined the project categorically exempt.
