DISCUSSION
The Kiwanis Club Lease Agreement for the Kiwanis Youth Park offers space for various community agencies to provide recreational and social service programs and activities to promote the physical, mental and moral welfare of Fullerton youth. The Kiwanis Club subleases a portion of the property to the Boys and Girls Club and the Boy Scouts and provides park space for the community when not in use by the two subtenants. The original 25-year lease with the City began in 1980 with an option to extend the lease for another 25 years to 2030.
The Kiwanis Club and their subtenants have provided substantial improvements to the park open space as well as to the buildings. The last major renovation occurred in 2006 and 2007. The park needs significant renovations. The Kiwanis Club and their subtenant, the Boys and Girls Club of Fullerton, will renovate the Teen Center, operated by the Boys and Girls Club, and the outdoor areas. The Kiwanis Club plans a large investment in the park and requests a 25-year extension to ensure they will continue to have a lease.
Amendment No. 3 would extend the lease to 2055. No other terms and conditions would change with this amendment. The lease requires that the Kiwanis Club review all improvement plans with the City and obtain all necessary permits. The rent would continue at $1 per year. The Kiwanis Club would continue to provide all maintenance, improvements and costs associated with the park property.
