Repair sewer main
Replace sewer manholes from Rolling Hills Drive to Imperial Highway Repair curb, gutter and sidewalk damage
Construct curb ramps
Rehabilitate existing paving with slurry seal between Bastanchury Road and Rolling Hills Drive Add grind and overlay between Rolling Hills Drive and Imperial Highway Proposed striping revisions for the length of the project.
Pavement rehabilitation totals approximately 1.29 miles. The project limits currently have the following Pavement Condition Index (PCI):
Street
Limits
PCI
Associated Road
Bastanchury Road to Craig Circle
68 (Fair)
Associated Road
Craig Circle to Rolling Hills Drive
77 (Good)
Associated Road
Rolling Hills Drive to Imperial Highway
29 (Very Poor)
Segments improved with slurry seal would raise the respective PCI scores approximately 10 points. Segments improved with grind and overlay would have PCI scores reset to 100 (Very Good).
Proposed Roadway Reclassification and Lane Reduction
Staff has coordinated with commissions, committees and the community on a potential lane reduction on Associated Road between Bastanchury Road to Imperial Highway. The base bid for this project included a proposed lane reduction, however, staff recommends replacing this bid item with the alternative bid item (to re-stripe in-kind) to keep the infrastructure improvements on schedule to start construction in July.
Staff plans to revise the lane reduction design and present at a community meeting for additional input followed by presentation to City Council for consideration in early summer.
Staff received four bids on May 5, 2023 for the Associated Road Infrastructure Improvements – Bastanchury Road to Imperial Highway Project. Big Ben Inc. of Irvine submitted the lowest responsible base bid totaling $2,508,236.50. The low base bid as submitted is approximately 3.6% below the engineer’s $2,603,000 estimate. Staff evaluated the bid. Staff evaluated the base bid price presented by each bidder before accounting for any bid alternates and must award to the responsible base bid lowest bidder. Staff recommends awarding the project to Big Ben, Inc.
Staff expects construction to start in July 2023 and completed by end of 2023.
Staff has prepared an environmental assessment in accordance with the California Environmental Quality Act guidelines determined the project categorically exempt.
