Bastanchury Road to Imperial Highway
Proposed Lane ReductionBastanchury Road to Imperial Highway 3 Background
Staff initiated review of potential lane reduction in November of 2022 Request sent to OCTA to review proposal within regional modal on January 19,2023 Proposal presented to Transportation & Circulation Commission (TCC) on February, 6 2023 Proposal presented to Active Transportation Committee (ATC) on February 22,2023 OCTA Regional Transportation Planning Committee approved City request to amend the Master Plan of Arterial Highways (MPAH) on April 3, 2023 OCTA Board of Directors approved MPAH amendment on April 10, 2023 Proposal presented to Infrastructure & Natural Resources Advisory Committed (INRAC) on April 17,2023 Community Workshop on May 4, 2023
City Council presentation on May 16, 2023
Proposed Lane ReductionBastanchury Road to Imperial Highway 4 Why?
It is a best management practice in the Public Works profession to look for opportunities to optimize out public streets and roadways.
Primary Objective: Improve safety
Secondary Objective: Reduce the needs/limits of future roadway maintenance Tertiary Objective: Reassign underutilized roadway space
Proposed Lane ReductionBastanchury Road to Imperial Highway 5 Why?
Primary Objective: Improve Safety
Proven to reduce vehicular speeds (currently posted at 45mph) Proven to reduce vehicle-pedestrian, -bicycle, and -vehicle conflicts Eliminates weaving
Reclassification expands grant funding opportunities and design options for safety enhancements (now and in the future) Speed control measures (horizontal & vertical) permitted Inline with Federal Highway Administration (FHWA) Safe Systems approach
Proposed Lane ReductionBastanchury Road to Imperial Highway 6 Proposed Lane ReductionBastanchury Road to Imperial Highway 7 Why?
Secondary Objective: Reduce the needs/limits of future roadway maintenance
Proposed Lane ReductionBastanchury Road to Imperial Highway 8 Why?
Tertiary Objective: Reassign underutilized roadway space Opportunity for enhanced bike facilities & on-street parking Support those effected by elimination of OCTA bus route (effective 2/2023) Reduce greenhouse gas emissions & support active transportation initiatives Mitigate impacts of State legislation limiting City’s ability to condition adequate parking for housing development Opportunity for the first Class IV bikeway in Fullerton (minimal driveways)
Proposed Lane Reduction Bastanchury Road to Imperial Highway 9 How?
Historic Annual Daily Traffic Volume (ADT) from 1995-2019 is approximately 10,000 ADT Traffic Division determined this roadway would operate at a level of service A/B for a 2-lane divided roadway
Proposed Lane Reduction Bastanchury Road to Imperial Highway 10 How?
Request OCTA amend the Master Plan of Arterial Highways (MPAH) Reclassify from 4-lane secondary arterial to a 2-lane divided collector The MPAH depicts a countywide roadway network intended to ensure coordinated transportation system development among local jurisdictions in Orange County.
OCTA maintains a transportation model to verify local roadway and regional highway networks operate efficiently. Funding tied to compliance of this goal.
OCTA staff verified the request to be appropriate and acceptable Amend the City’s Circulation Element in the General Plan to reflect change
Proposed Lane Reduction Bastanchury Road to Imperial Highway 11 How?
If on-street parking is provided…
Determine appropriate locations
Design ingress/egress at driveways to provide adequate site distance Monitor student parking usage
Monitor early-morning restriction violations
If Class IV bikeway is provided…
Design compliant with Caltrans design standards and maintenance constraints Monitor usage
Examples – Lane Reduction
12 Valencia: West City Limits to Highland; up to 9,600 ADT 2005
2023
Associated: Existing Cross–section
13 10-11 ft travel lanes
10-ft two-way left turn lane
6-ft Class II Bike lanes
MPAH Classification = Secondary Arterial
Associated: Proposed Cross – section
14 11-ft travel lanes
10-ft two-way left turn lane
8-ft parking
Class IV Bikeway (5-ft bike lanes with 3-ft buffer)
MPAH Classification = Divided Collector
Community Concerns
15 Bottleneck: Southbound: at northerly project limits, there is only one thru-lane north of Imperial Highway Northbound: at southerly project limits, Existing #2 lane will be converted to right turn lane at Bastanchury Emergency Response: Modeling does not indicate significant impact to traffic flow; also emergency response vehicles can utilize center two-way left turn lane if needed.
Crime: Early morning parking restricting will be enforced if/where parking is provided Difficulty exiting driveway: Providing 10x the minimum & 3x the maximum distance required. Also, merging one lane at reduced speeds is more favorable than merging into two lanes at higher speeds.
Community Comments
16 On May 4, 2023 staff hosted a community workshop. Members of the community provided written comments directly on the plans. Staff also answered questions, provided clarification, and discussed next steps.
Associated: Revised Cross – section
17 11-ft travel lanes
10-ft two-way left turn lane
7-ft buffered Class II bike lanes
MPAH Classification = Divided Collector
Design in development
Summary
18 Primary Objective is to improve safety via lane reduction, not add parking or bike lanes Local and regional Traffic Engineers and Transportations Planners have determined the lane reduction to be appropriate and feasible Opportunity to reassign underutilized roadway….not a requirement
Recommendation
19 Provide comment/input on the initial proposal
Direct staff to refine the design and conduct another community meeting to present the revised concept.
