SUBJECT: CASA BLANCA – BARRIS - FERN AREA SEWER AND STREET IMPROVEMENTS PROJECT
SUMMARY
Ratify $2,533,540 construction contract awarded by the City Manager to Dominguez General Engineering, Inc. for the Casa Blanca – Barris – Fern Area Sewer and Street Improvement Project. This report provides notification of project award, project costs and associated requested budget transfers as directed by City Council on May 2, 2023.
RECOMMENDATION
Approve the following budget transfers and appropriations to Project 51030 Casa Blanca – Barris – Fern Area Sewer and Street Improvement Project:
$1,490,000 budget transfer of Sewer Enterprise Funds from Project 51419 Annual Sewer Replacement Project (Fund 47) to 51030 Casa Blanca – Barris – Fern Area Sewer and Street Improvement Project (Fund 47) $950,000 budget transfer of Measure M2 Funds (Fund 74) from Project 44589 Annual Residential Street Program to 51030 Casa Blanca – Barris – Fern Area Sewer and Street Improvement Project (Fund 74) $175,000 budget transfer of Measure M2 Funds (Fund 74) from Project 44400 Annual Arterial Street Program to 51030 Casa Blanca – Barris – Fern Area Sewer and Street Improvement Project (Fund 74) $395,000 budget transfer of Drainage Capital Outlay Funds (Fund 74) from Project 52591 Annual Storm Drain Repair to 51030 Casa Blanca – Barris – Fern Area Sewer and Street Improvement Project (Fund 74).
Ratify $2,533,540 construction contract awarded by the City Manager for the 51030 Casa Blanca – Barris – Fern Area Sewer and Street Improvement Project to Dominguez General Engineering, Inc.
Authorize Public Works Director, or designee, to approve any future change orders for construction and professional engineering construction support services within the approved project budget.

The City Manager recommends award of the $2,533,540 construction contract to Dominguez General Engineering for the Casa Blanca – Barris – Fern Area Sewer and Street Improvement Project.

FISCAL IMPACT
The Fiscal Year 2022-23 CIP Budget has funding programmed for this project. Staff recommends the following budget transfers to 51030 Casa Blanca – Barris – Fern Area Sewer and Street Improvement Project:
$1,490,000 of Sewer Enterprise Funds from Project 51419 Annual Sewer Replacement Program $950,000 of Measure M2 Funds from Project 44589 Annual Residential Street Program $175,000 of Measure M2 Funds from Project 44400 Annual Arterial Street Program $395,000 from Drainage Capital Outlay Funds from Project 52591 Annual Storm Drain Repair.
Staff has attached a Budget Data Sheet / Summary of Bids and the Contractor Bid Schedule for reference (Attachments 1 and 2 respectively).
DISCUSSION
This report provides follow up to the May 2, 2023 City Council authorization to the City Manager to award a construction contract with an approved contractor for the CIP Project 51030 Casa Blanca – Barris – Fern Area Sewer and Street Improvement Project in an amount not to exceed $3,200,000 and provides notification of the project award, project costs and associated requested budget transfers.
Staff received five bids for the project on May 3, 2023, with Dominguez General Engineering, Inc. from Pomona submitting the apparent lowest bid totaling $2,533,540. Staff evaluated the bid and found it acceptable. Staff recommended to the City Manager to award the project to Dominguez General Engineering, Inc.
The project Budget Data Sheet / Summary of Bids (Attachment 1) provides the estimated project costs.
Staff has prepared an environmental assessment in accordance with the California Environmental Quality Act guidelines and determined the project categorically exempt.
