FISCAL IMPACT
The Fiscal Year 2022-23 CIP Budget has sufficient funding for this project. $409,362 of Federal 2021 Pavement Management Relief Funds (PMRF) and $330,200 of American Rescue Plan Act (ARPA) Funds (Fund 38) from Project 44589 Annual Residential Street Program (Fund 74) will support this project Staff has attached a Budget Data Sheet / Summary of Bids and the Contractor’s Bid Schedule reference (Attachments 1 and 2, respectively).

DISCUSSION
City Council approved using Orange County Transportation Authority 2021 PMRF allocation for Associated Road between Yorba Linda Boulevard and Bastanchury Road on November 16, 2021. The City may use PMRF for construction costs only. The City would pay for design and project approval costs, plus any costs above the $409,362 PMRF. The project improvements include sidewalk, cross gutters and alley returns repair, curb ramps construction and street pavement rehabilitation. Associated Road has varying pavement conditions of Poor and Fair (PCI scores of 44 and 65 respectively).

California State University Fullerton (CSUF) is located adjacent to the project limits and Associated Road provides a primary access for students to campus. Staff programmed construction activities during the CSUF summer recess (June and mid-August) when the campus has dramatic reduction in student traffic volumes (vehicular, bicyclist and pedestrian) as well as a lower general public daily traffic volume.

City Council authorized the City Manager to award and execute a construction contract up to $650,000 with an approved contractor on May 16, 2023. The responsible low bid exceeds this threshold and requires City Council authorization to award this contract.

The City received four bids on June 1, 2023 for the Associated Road Street Improvement Project. R.J. Noble Company of Orange, CA submitted the lowest responsible bid totaling $688,695. The low bid is approximately 21% above the $569,054 engineer estimate. Staff has reviewed the bid documents and considers them acceptable. Staff recommends awarding the contract to R.J. Noble Company.

Concrete improvement and overall labor costs have increased significantly more than anticipated this year, accounting for the increase in cost. The City has sufficient funds in street accounts for this project, with the use of ARPA Funds covering the outstanding construction contact costs and providing funding for contingency and staff administration. Staff would return project savings to the Annual Residential Street Program accounts for use on other projects.

Construction will begin in early July and conclude in mid-August 2023.

Staff has prepared an environmental assessment in accordance with the California Environmental Quality Act Guidelines and determined that the project is categorically exempt.
