RECOMMENDATION

RESOLUTION NO. 2023-XXX - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FULLERTON, CALIFORNIA, AMENDING RESOLUTION NO. 2022-031 APPENDIX A (FULLERTON MANAGEMENT ASSOCIATION)

CITY MANAGER REMARKS
Based on comparable positions and the fact that we have had multiple unsuccessful recruitments for the position over the last year, the City Manager recommends approval.

PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statement:

Fiscal and Organizational Stability.

FISCAL IMPACT
The approximate annualized cost for the Housing Manager classification for Fiscal Year (FY) 2023-24 totals $168,600. A combination of CDBG (Fund 35), HOME (Fund 32) and Housing (Fund 26) funds supports this position.

The approved FY 2023-24 Adopted Budget included funding for this change.

DISCUSSION
City Council approved restructuring the Housing Division to include a Housing Manager position with the departure of the Deputy Director of Community and Economic Development (CED) in December 2021. Human Resources has conducted three separate recruitments to fill this critical position and has been unsuccessful thus far to make an appointment. Each recruitment attracted very few qualified candidates, all of which withdrew from the process before the City could make offers.

The Housing Manager maximizes efficiencies and meets federal requirements related to the Community Development Block Grant Program, HOME Investment Partnerships Act and all other housing related programs. Additionally, this position establishes schedules and methods to provide assigned services, identifies resource needs, reviews needs with the Director of CED and allocates resources accordingly. Staff has attached a copy of the current Housing Manager classification to provide a more detailed overview of the responsibilities of this position.

CED has maintained existing programs using consultants but has not explored or developed new programs and procedures due to staffing challenges. A permanent position would investigate opportunities to leverage the City's existing Qualified Census Tracts to provide improved services to low-income residents, ensuring the City meets their needs in a timely and equitable manner. The Housing Manager would also serve as a technical resource to members of the community, low-income housing developers and the department.

Human Resources reviewed the salaries of similar positions in other municipalities and found that annual salaries range from $120,500 to $152,400. The current annual salary for Housing Manager is $107,130 – approximately 11% - 30% below the surveyed municipalities. Staff recommends adjusting the salary range from 635 ($83,937 - $107,128) to range 652 ($96,509 - $123,173). This increase would provide an approximate 15% increase to the top step annual salary and bring it more in line with the market for this classification, making it more attractive to candidates with the necessary background to lead our housing program.
