BUDGET POLICY PRIORITY STATEMENT
This item matches the following Budget Policy Priority Statements:
Fiscal and Organizational Stability
Public Safety.
FISCAL IMPACT
The proposed five-year agreement for services and software with Peregrine totals $750,000. The Year 1 costs in FY 2023-24 will total $150,000 for the Peregrine agreement and software and $95,950 for the Glass Box Scope of Work for software network integration. The Fiscal Year 2023-24 Budget appropriated $200,000 towards this project and would absorb the additional Year 1 cost within the Information Technology (IT) Fund (Fund 68).
DISCUSSION
The Peregrine software integrates data from various Police Department systems, providing real time comprehensive data analysis to assist personnel in the field and more efficiently analyze data for investigative cases. This software would provide the first step in developing a department Real Time Crime Center.
A Real Time Crime Center (RTCC) provides an expanding range of technologies for efficient and effective policing allowing officers to respond quickly, or even immediately, to crimes in progress or to those that recently occurred. The technology allows law enforcement agencies and officers to respond to crime events more efficiently and more deliberately with improved operational intelligence and a proactive emphasis on officer, citizen and community safety. A RTCC would centralize a broad range of current and evolving technologies, coordinate sworn and/or non-sworn personnel and direct attention to high-crime areas, active crimes in progress, large-scale public events that may require law enforcement presence or response and/or high-profile or highly recidivistic offenders in the community.
The City would “piggy-back” on an existing Peregrine contract with the City of Fremont awarded on March 2021 after a formal competitive bid process. Purchasing Policy 4.1.2, Section IV.F allows exceptions to the Open Market Process when “a vendor who has been awarded specific items or services in a contract, within the previous 365 days, resulting from a formal competitive bid by another governmental agency or by the federal government, or at any time during the term of an existing contract. This includes, but is not limited to, General Service Agreements, California Multiple Award Schedule agreements, or “piggyback” contractual agreements of other governmental agencies.” Staff requests City Council approval as the new Peregrine agreement will exceed $100,000 over the term of the agreement.
City Council approved a PSA with Glass Box for Information Technology Management Services on July 1, 2022. However, integrating Peregrine with the police department network expands the scope of services in the Glass Box PSA. Staff requests City Council approve Amendment No. 5 to the 2022 Glass Box PSA as well as the Peregrine PSA with accompanying quote for Peregrine software network integration.
