PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statement:

Infrastructure and City Assets.

FISCAL IMPACT
Staff estimates the cost to develop the City Action Plan totals $250,000. The City has received a $200,000 grant from FHWA but requires a minimum 20% of the total project cost as a matching share. The Gas Tax Fund (Fund 30) will support the $50,000 recipient share (grant matching requirement) to complete the Action Plan.

The FHWA, under the SS4A Grant Program, will reimburse the City up to $200,000 for all eligible activities in preparation of the City’s Action Plan.

Staff recommends a $250,000 budget transfer and appropriation to Project 46038 Fullerton Safe Streets and Roads for All Action Plan (Fund 74) to fund the project cost.

DISCUSSION
The new SS4A program is a federally funded program that funds traffic safety initiatives to prevent roadway fatalities and serious injuries. The program provides funding for Planning Grants (such as Action Plan development) and Implementation Grants. Planning Grants provide funding to develop, complete or supplement a comprehensive safety action plan with goals to develop holistic, well-defined traffic safety strategies. The Implementation Grants provide funds to implement projects and strategies identified in an Action Plan. SS4A requires an eligible Action Plan in place before applying for the Implementation Grants.

The City of Fullerton completed and submitted the application to fund the City’s Action Plan development on September 14, 2022. The SS4A Grant Program selected the City as a grant recipient on February 7, 2023.

The Action Plan will provide the foundation to implement low-cost, high-impact strategies to improve safety over a wide geographic area, including within the City’s disadvantaged communities. The City seeks ways to mitigate collisions at City intersections and roadways. The Action Plan will utilize citywide collision data and claims history to identify safety needs throughout the City. The Public Works Department will conduct thorough community and stakeholder engagement to provide input on the data-driven needs and recommendations once the City has determined needs. Staff plans to develop a Plan that mitigates fatalities through proven and innovative means in-line with public expectations.

Staff recommends the City enter into an agreement with FHWA under the Fiscal Year 2022 SS4A Grant Program to secure funding and remain eligible to apply for the Implementation Grant next grant cycle. The grant terms for this cycle require all projects completed before June 30, 2025.
