FISCAL IMPACT
The Fiscal Year 2022-23 Capital Improvements Program (CIP) Budget has sufficient funding for the Water Main Replacement – Various Locations Project (Project 53026). Staff recommends a $3,092,000 budget transfer and appropriation from Water Funds from Project 53250 to Project 53026 Water Main System Replacement (Fund 44).

Staff has attached a Budget Data Sheet / Summary of Bids and the Contractor’s Bid Schedule for reference (Attachments 1 and 2, respectively).

DISCUSSION
This project would replace 1.34 miles of water pipe in six different project locations located throughout the City, as shown on Attachment 3.

The water pipes located throughout the six project locations have a history of water main breaks due to aging and need replacement. This project will also help the City meet the 2019 Water Rate Study water main replacement goals. Staff has reprioritized and deferred many planned Water Capital Improvement Projects to meet those goals.

Staff has coordinated and scheduled a separate street rehabilitation project with the subject project which staff has programmed and currently has under design for Hillsboro Place, Norby Lane, Shadow Lane and Sheppard Drive and Peppertree Lane.

This project will require night work at the Malvern Avenue and Stephens Avenue intersection. Staff has begun coordination with neighboring residents and businesses to minimize impacts during construction.

The City received four bids on June 7, 2023 for the Water Main Replacement – Various Locations Project. Big Ben, Inc. of Irvine, CA submitted the lowest bid totaling $2,831,970. The lowest bid is approximately 9% below the engineer’s $3,100,000 estimate. Staff has evaluated the bid documents and found them responsive and recommends awarding the project to Big Ben, Inc. Staff will notify impacted residents and businesses regarding upcoming project construction and potential impacts.

Staff anticipates construction for the Water Main Replacement – Various Locations Project to begin in July 2023 and end in March 2024. The contractor will finish each separate work area before mobilizing onto the next to minimize the impact to neighboring residents and businesses.

Staff has prepared an environmental assessment in accordance with the California Environmental Quality Act guidelines and determined the project categorically exempt.
