FISCAL IMPACT
The Fiscal Year (FY) 2023-24 Adopted Budget includes funding for emergency ambulance transport services. The current agreement ended June 30, 2023 and the City has exercised all the extension periods., Staff requests entering into a month-to-month arrangement with Falck Mobile Health Corp (Falck) through October 2023 at an average cost of $227,286 per month for the new four-month month-to-month term. The new monthly rate is about $35,000 higher than the current $192,700 monthly rate. Current market costs experienced by the industry account for the cost increase. Staff will take a new agreement with updated terms to City Council to formally award following completion of a Request for Proposal (RFP). Staff will also request a budget amendment to amend the FY 2023-24 Adopted Budget to account for the increased costs of the new ambulance services agreement at that time.
DISCUSSION
The City entered into an agreement for emergency ambulance transport services with Care Ambulance Service, Inc. (Care), now Falck Mobile Health Corp., on June 6, 2018. The agreement had for an initial two-year term with three additional one-year extension terms for a possible total of five years. The current agreement and all exercised extensions ended on June 30, 2023. This amendment would modify the current agreement to a month-to-month cycle and cover services from July 1, 2023 through October 31, 2023. This month-to-month arrangement assures provision of these emergency transport services to prevent lapse of service to the community.
Falck has continued to provide the quality level of service to the City consistent with the City’s rights under the California Health and Safety Code Section 1797.201. Falck provides three transport ambulances each staffed with two EMTs housed and dispatched out of Fire Stations 1, 3 and 6. When all three ambulances have committed to incidents and another incident occurs in the City, Falck will provide the necessary backup units to cover this “surge” in daily volume. The City has been satisfied with Falck’s performance and wishes to continue the partnership on a month-to-month basis until the City completes the formal bidding process.
Staff is working on a Request For Proposals (RFP) to competitively bid a new agreement for emergency transportation ambulance services. Staff anticipates releasing the RFP in late July or August 2023 and awarding the agreement by September 2023, before the Amendment Five term expires. Staff will bring a new agreement for the City Council for approval once the City has completed proposal evaluations.
