Public Safety.
FISCAL IMPACT
This item generates no net fiscal impact to the FY 2023-24 Adopted Budget. The Cannabis Tax Grant funds would reimburse eligible grant program costs such as officer salaries, overtime and operational supplies.
DISCUSSION
The California Highway Patrol has approved the Fullerton Police Department grant application in response to the CHP Request for Applications for Law Enforcement Opportunity Driving Under the Influence (DUI) / Driving Under the Influence of Drugs (DUI-D), funded under the Cannabis Tax Fund Grant Program and approved by voters as Proposition 64 (Prop 64). The $430,846 award would become effective upon execution of the agreement and expires June 30, 2024.
This grant does not require a city ordinance regulating cannabis sales unlike other grants funded with Prop 64 Cannabis Tax Fund funds. The California Office of Traffic Safety Selective Traffic Enforcement Program Grant previously funded the Fullerton Police Department Drug Recognition Expert (DRE), Advanced Roadside Impaired Driving Enforcement (ARIDE) and Standardized Field Sobriety Testing (SFST) trainings. Grants for these DUI / DUI-D trainings transitioned to the CHP in FY 2021-22 with the passage of Proposition 64 and subsequent funding.
The DUI and DUI-D-related education and police officers training combats traffic-related injuries and deaths both in Fullerton and Orange County. DRE, ARIDE and SFST training make up crucial elements of this effort. This grant funding would train police officers and other members of the criminal justice system, such as prosecutors and forensic scientists, to recognize the signs and symptoms of alcohol and drug impairment and provide them with tools for a successful prosecution. Fullerton police officers, and those from other law enforcement agencies, can better serve their communities and keep communities safe through proactive measures.
