SUMMARY
The Parks and Recreation Department applied for grant funding from the Land and Water Conservation Fund (LWCF) to design and construct Union Pacific Park. LCWF approved the grant application and City Council ratified on June 20, 2023. The granting agency requests a City Council resolution although it has not yet awarded the grant.

RECOMMENDATION
Adopt Resolution No. 2023-XXX.

RESOLUTION NO. 2023-XXX – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FULLERTON, CALIFORNIA, AUTHORIZING THE CITY MANAGER, OR DESIGNEE, TO SUBMIT AN APPLICATION FOR GRANT FUNDS FROM THE LAND AND WATER CONSERVATION FUND FOR DESIGN AND CONSTRUCTION OF UNION PACIFIC PARK AND, IF AWARDED, AUTHORIZING ACCEPTANCE OF SUCH GRANT ON BEHALF OF THE CITY AND AMMENDING THE BUDGET ACCORDINGLY Authorize City Manager, or designee, to execute all grant-related documents.

CITY MANAGER REMARKS
This item previously was brought to the City Council to approve the City to apply for the grant. As stated at that time, if one of the two grants is not awarded, the City would be required to appropriate between $1 million and $2 million in local funds to match the other grant. The attached resolution is required by the Federal agency for a LWCF grant.

PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statements:

Fiscal and Organizational Stability
Public Safety
Infrastructure and City Assets.

FISCAL IMPACT
The City submitted two grants for the Union Pacific Park project. Staff anticipates receiving both grants to provide funding for this project.

Staff will return to City Council with a request for $1.15 million matching funds from the Park Dwelling Fund (Fund 39) if the City receives only the $1.15 million Land and Water grant.

DISCUSSION
The Parks and Recreation Department applied for grant funds from the LWCF to design and construct Union Pacific Park and requests approval of the grant application. Staff requested $1.15 million funding with a 50% City match requirement. Staff submitted another grant that would cover the required match and will continue seeking grants to cover the full costs of the project.

City Council ratified the grant application submittal on June 20, 2023. The City has not received a funding award from LWCF, to date. However, LWCF has requested additional information from the City, including a City Council resolution approving the application and commitment to completing the project should the City receive the grant funding.
