PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statement:

Infrastructure and City Assets.

FISCAL IMPACT
The FY 2023-24 CIP budget has funding available for the requested project.

DISCUSSION
The City is near completion of the Hunt Library building renovation and will operate the building as a library with arts and culture programming plus as a private event venue for the community and surrounding region. Basque Avenue provides the only vehicular access to the site, serving as the initial public impression of the Hunt Library building and park site. Basque Avenue has a very poor Pavement Condition Index (PCI) of 23 resulting in a potentially poor first impression for the public seeking to use the building for an event and/or attending programming at the building.

Staff expects rehabilitation to involve repair of damaged curb, gutter and sidewalk, pavement grind and overlay plus new signing and striping. Staff will also consider aesthetic improvements such as trail fencing and/or tree planting along the northerly parkway adjacent to the railroad. Staff estimates the project to cost approximately $600,000 including design and inspection services.

Staff recommends including the segment of Basque Avenue from Valencia Drive to Hunt Library for rehabilitation in the FY 2023-24 CIP Budget.
