FISCAL IMPACT
City Council approved a $265,000 appropriation in the Air Quality Improvement Fund (Fund 22) to replace the CNG Station’s Compressor in the Fiscal Year 2022-23 Adopted Budget. However, the an additional $360,000 is requested to complete this project. The City has sufficient available fund balance in the Air Quality Improvement Fund for the requested funds.

Staff requests a $360,000 budget transfer and appropriation from Air Quality Improvement Fund to Project 56022 Compressed Natural Gas Station Compressor Equipment Replacement Project.

Attached are the Budget Data Sheet / Summary of Bids and the Contractor’s Bid Schedule for reference (Attachments 1 and 2, respectively).

DISCUSSION
This project involves replacement of the existing compressors and associated mechanical and electrical components at the City’s Compressed Natural Gas (CNG) Station. The existing compressors are currently inoperable and unable to be repaired, resulting in the station closure to both public and City vehicles.

Funding for the project is provided by the Air Quality Management District (AQMD) through the AB 2766 Motor Vehicle Subvention Program. The City receives revenues of approximately $180,000 in AQMD subvention funds annually with funds restricted to develop clean transportation programs and reduce vehicle emissions. AB 2766 recipient jurisdictions may use subvention funds to build, construct, install or expand CNG refueling facilities.

In April 2023, Staff conducted a formal bid and on Wednesday, May 10, 2023, staff received three (3) bids for the Compressed Natural Gas Station Compressor Equipment Replacement Project. Fastech of Buena Park submitted the lowest responsible base bid in the amount of $550,549. The bid was evaluated by staff and was found acceptable. As such, staff is recommending award of the project to Fastech.

There is a significant lead time of approximately 26 weeks to manufacture and acquire the needed specialized equipment. Field construction will be scheduled upon receiving the equipment, and installation should be completed within three weeks.

Staff has prepared an environmental assessment in accordance with the California Environmental Quality Act guidelines, and it has been determined that the project is categorically exempt.
