DISCUSSION
The 2022-23 Orange County Grand Jury released the report “School Shootings: How Prepared are OC Public Schools?” on June 14, 2023. This report makes findings and recommendations to all Orange County cities as well as school districts and various schools in the county.
The June 2023 report finds that Orange County public school administrators, school districts and law enforcement representatives acknowledge that they need to address mental health issues found in student bodies. The Grand Jury recommends that all Orange County public school districts work to provide mental health services to students and provide a tool to help deter potential active shooter occurrences. The Grand Jury believes Orange County public school districts do a good job maintaining a safe and secure environment on school campuses but have room to improve.
The Grand Jury requires City Council provide responses to their findings F1 and F8 by September 18, 2023. The attached letter details the proposed City responses.
