FISCAL IMPACT
The Fiscal Year 2023-24 CIP Budget has sufficient funding available for the project from Drainage Capital Outlay funds. Staff recommends a $395,000 budget transfer and appropriation of Drainage Capital Outlay funds (Fund 36) from Project 52591 Annual Storm Drain Repair to Project 52022 South Acacia Avenue and East Valencia Dr Storm Drain Repair Project in CIP Fund (Fund 74).
Staff has attached a Budget Data Sheet / Summary of Bids and the Contractor’s Bid Schedule for reference (Attachments 1 and 2).
DISCUSSION
The February 2023 storm events caused significant damage to a storm drainpipe at the South Acacia Avenue and East Valencia Drive intersection. The damage included erosion in the soil supporting the pipe and road, resulting in voids beneath a portion of the roadway. The City closed the damaged area to the public since February.
This pipe runs parallel to active Burlington Northern Santa Fe (BNSF) railway tracks. Staff maintained communication with BNSF regarding the condition of the pipe and made BNSF aware of the upcoming construction.
The project would repair the damage by abandoning the pipe in place and installing a new storm drainpipe on a new alignment to avoid trenching directly adjacent to the BNSF railway. The project would leave the abandoned storm drainpipe in place and fill all voids to support the roadway and avoid future settlement.
In addition, the project includes concrete median improvements to accommodate the new storm drain alignment, roadway paving and repairs to a broken catch basin lid (caused separately by a truck) within the project area.
The City received six bids on July 11, 2023 for the South Acacia Avenue and East Valencia Drive Storm Drain Repair Project. Bonadiman Water Inc. submitted the lowest responsible bid totaling $328,675. The low bid, as submitted, is approximately 0.1% lower the Engineer’s $329,000 estimate. Staff evaluated the bid and found it acceptable and recommends award of the project to Bonadiman Water Inc.
Staff anticipates construction completes by fall 2023.
Staff has prepared an environmental assessment in accordance with the California Environmental Quality Act guidelines and determined that the project is categorically exempt.
