PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statement:

Infrastructure and City Assets.

FISCAL IMPACT
The Fiscal Year 2023-24 Capital Improvement Program Budget has sufficient funding for the project provided from Sewer Enterprise Funds. Staff recommends a $440,000 budget transfer from Project 51419 Annual Sewer Replacement Project to Balcom Alley Sewer Replacement Project 51032.

Staff has attached a Budget Data Sheet / Summary of Bids and the Contractor’s Bid Schedule for reference (Attachments 1 and 2 respectively).

DISCUSSION
The project would upsize and replace the aged sewer main along the Alley located east of Balcom Ave and south of Commonwealth Avenue. The Sewer Maintenance Division identified this section as a priority project due to the poor condition of the existing pipe. The project would concurrently install new and replace all aged sewer manholes and upgrade the sewer lateral connections for each property.

The work would also replace the aged sewer line located within the sewer easement located at 440 East Commonwealth Avenue. This pipe is over 100 years old with damaged pipe joints and tree roots have entered the joints blocking the pipe. Replacement would involve pipe bursting rather than open trenching to install a new pipe that has welded joints due to the location of the pipe. The Project Location Map (Attachment 3) shows the limits of the construction work.

Staff received eight bids on July 12, 2023 for the Balcom Alley Sewer Replacement Project. Bonadiman Water, Inc. from Riverside submitted the lowest responsible bid totaling $381,400. Staff evaluated the bid and found it acceptable. The low bid totaled approximately 12.9% below the Engineer’s $437,640 estimate. Staff recommends awarding the project to Bonadiman Water, Inc and anticipates construction completed in Fall 2023.

Staff has prepared an environmental assessment prepared in accordance with the California Environmental Quality Act Guidelines and determined that the project is categorically exempt.
