Authorize barrier installation at southerly right-of-way to prohibit access to the neighborhood south of Chapman.

PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statement:
Infrastructure and City Assets.
FISCAL IMPACT
Crosswalk removal would have no fiscal impact as the Fiscal Year 2023-24 Adopted Budget includes costs associated with removing existing painted markings and existing signage. Staff anticipates the barrier to prohibit access would cost up to $10,000, pending material.
DISCUSSION
The Traffic Engineering Division recommended removal of the crosswalk at Chapman Avenue and Hart Place on November 1, 2022 due to low pedestrian usage, high speed of traffic on Chapman Avenue, lack of a pedestrian crossing attractor on either side of the street and a signalized intersection within 500 feet. City Council directed staff to keep the crosswalk, review possible enhancement and gather more information. Staff has scheduled this location to receive a Rectangular Rapid Flashing Beacon (RRBFB) by Fall 2023.
Staff has received additional requests to remove the crosswalk and/or block the southerly right-of-way at Hart Place since the November 1, 2022 City Council meeting.
The south side of Chapman Avenue and Hart Place has a paved, ten-foot opening that allows pedestrian access to and from Chapman Avenue to the southerly neighborhood (Hart Place cul-de-sac). cul-de-sac streets in Fullerton have this pedestrian access feature. Water and sewer mains within the right-of-way provide services to the southerly neighborhood. The walls that abut the opening are privately owned and maintained. Complete closure of the opening would prohibit pedestrian access, hinder utility maintenance activities, require vacation of the public right-of-way and adoption of subsurface easements for the water and sewer utilities. Staff recommends installing a more costly but more resilient a block wall should City Council approve the closure. City Council could consider a gate to maintain the public right-of-way, provided it remain unlocked.
