Crosswalk Removal
3 The City Traffic Engineer recommended, and the Commission concurred, removal of the crosswalk due to the low pedestrian usage, the high speed of traffic on Chapman Avenue, the lack of a pedestrian crossing attractor on either side of the street and the signalized intersection within 500 feet.

TCC received a signed petition from residents on Hart Place, south of Chapman Avenue in support of removing the crosswalk at the public hearing.

ATC opposed removal, and recommended enhancements

Crosswalk RemovalBike Master Plan Relevance
4 2012 Bike Master Plan identified this segment as a Proposed Class III Bike Route. Currently, this is not a designated bike route.

Wall Gap Closure
5 The existing block walls on both sides of the gap are private.

The opening is public right-of-way and contains a water and sewer main.

Closure may become a maintenance issue pending materials used and frequency of utility work; it may require ROW vacation – if there is a ‘hard’ closure

Summary
6 Recommendation:

Authorize removal of marked crosswalk at Chapman Avenue and Hart Place.

For Additional Consideration:

Authorize installation of a barrier at the southerly right-of-way to prohibit access to the neighborhood south of Chapman.
