The City of Fullerton will work with the Orange County Transportation Authority (OCTA) to coordinate multiple traffic signals located within City limits and continue improving traffic flow as part of the Renewed Measure M Regional Traffic Signal Synchronization Program (RTSSP).
RECOMMENDATION
Authorize Public Works Director, or designee, to enter into Cooperative Agreement No. C-3-2415 (Attachment 1) with the Orange County Transportation Authority and to execute any amendments and/or supplements, in a form approved by the City Attorney.
CITY MANAGER REMARKS
The City Manager recommends approval.
PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statement:
Infrastructure and City Assets.
FISCAL IMPACT
Cooperative Agreement No. C-3-2415 requires the City to provide various services such as in-house staff hours to support the project but does not include any matching fund requirements. Funding for staff time will come from the Signal Operation Enhancement Project 46027. This item has no fiscal impact to the City as OCTA has secured Congestion Mitigation and Air Quality funds for countywide implementation of the project and will lead implementation.
DISCUSSION
The Orange County Transportation Authority (OCTA) will work with all 34 Orange County cities to coordinate approximately 2,500 traffic signalized intersections along major corridors within Orange County. 131 of the 2,500 traffic signalized intersections are located within and maintained by the City of Fullerton.
OCTA will act as the lead agency for the Renewed Measure M Regional Traffic Signal Synchronization Program Project and have responsibility for project implementation. The project will include design of new traffic signal timing plans to synchronize major regional corridors and reduce congestion countywide. The City would provide OCTA with existing data, plans and other traffic signal-related information needed for project implementation. The City will review all plans and provide comment prior to final implementation.
Staff recommends entering into this cooperative agreement set to expire on December 31, 2028.
