FISCAL IMPACT
The Fiscal Year 2023-24 Capital Improvement Program Budget has sufficient funding for the project from contingency savings of previous street improvement projects. Staff recommends a $143,000 budget transfer from Project 44400 Arterial Street Program to Project 44796 Sidewalk Management Program.

Staff has attached a Budget Data Sheet for reference (Attachment 1).

DISCUSSION
The City has an annual capital project to repair damaged curb and gutter and sidewalk throughout the City. Damaged sidewalk results in poor drainage conditions and potential liability issues. A combination of residents reporting issues to Public Works Maintenance and staff observing damage while in the field or while designing adjacent improvement projects such as street rehabilitation projects determines the damaged locations. The City typically repairs damaged locations based on the chronological order reported and available funding.

Staff recommends a citywide condition assessment of approximately 480 miles of public sidewalks to provide a better understanding of the overall condition of sidewalks, prioritize repairs and potentially limit the City’s liability. Staff recommends utilizing a consultant with experience completing this work due to the time and resources required for this assessment.

Staff informally discussed this assessment with consulting firms and contractors that provide this service to better understand the costs involved in providing this service for the entire sidewalk system. Preliminary costs ranged from $1,000 per sidewalk mile which results in $400,000 to $500,000 total cost. Staff recently became aware that the City’s current Pavement Management Program (PMP) consultant, Bucknam Infrastructure Group, Inc., has provided this assessment for twelve other local agencies, including the cities of Tustin and La Palma. Bucknam Infrastructure Group provided a $119,125 proposal, significantly less than the preliminary costs provided by other firms.

Staff recommends the City “single-source” the sidewalk condition assessment to its PMP contract and award a contract to Bucknam Infrastructure Group, Inc. Bbsed on the proposed cost, a history of successful PMP projects with the proposed consultant, ability to start the project upon award and a very low expectation that a formal bid would result in a lower consultant cost. Staff expects the consultant would complete the project in approximately six months.
