PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statement:

Infrastructure and City Assets.

FISCAL IMPACT
The Fiscal Year 2023-24 Adopted Capital Improvement Program (CIP) Budget includes costs associated with replacement and installation traffic signal controller units at traffic signals citywide in Project 46036 Traffic Management Center (Fund 74). The estimated cost of a unit totals $3,000. Staff anticipates replacing an additional 30 to 40 units in Fiscal Year 2023-24.

DISCUSSION
CT West, Inc. supplies the City with traffic signal controller unit equipment and software used at traffic signals citywide. Controller units and associated software are an integral part of the operations of a traffic signal. The controller unit operates as the traffic signal brain, consisting of computer controls that operate the traffic signal and designate timing to all traffic movements within an intersection. The City uses QFree controller equipment and software supplied by CT West.

Public Works Engineering currently has a CIP project (Project 46036) for traffic management center system expansion. Staff plans to replace all City traffic signal controller units and transition to a new traffic management software with QFree technology supplied by CT West. New traffic signal controller units would replace outdated controller units and implement the latest available signal timing features as needed. The City has started the transition to new signal controller units, installing 47 new QFree traffic signal controllers to date. Staff would replace additional traffic signal controller units when necessary as part of routine system maintenance.

Staff recommends using QFree controller units and software supplied by CT West for consistency and uniformity, to preserve continuity and operations of traffic systems and because this equipment is compatible with current traffic management software. Staff recommends awarding purchase orders to CT West, Inc. in an amount not to exceed $200,000 in FY 2023-24. cc: City Manager Eric J. Levitt
