SUBJECT: VEHICLE DETECTION EQUIPMENT PURCHASE

SUMMARY
City Council consideration to award purchase orders to Iteris, Inc. for replacement and/or new installation of vehicle detection equipment at signalized intersections citywide.

RECOMMENDATION
Authorize Administrative Services Director, or designee, to issue purchase orders to Iteris, Inc. for vehicle detection equipment, in an amount not to exceed $200,000.

CITY MANAGER REMARKS
City Manager recommends authorization to purchase vehicle detection equipment. We estimate a minimum of five to six units being purchased over the next year.

PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statement:

Infrastructure and City Assets.

FISCAL IMPACT
The Fiscal Year 2023-24 Adopted Capital Improvement Program (CIP) Budget includes costs associated with installation and maintenance of vehicle detection equipment at citywide signalized intersections in Project 46027 Traffic Signal Operation Enhancement (Fund 74). The estimated cost of a unit ranges from $22,000 to $30,000. Staff anticipated replacing five additional units in Fiscal Year 2023-24.

DISCUSSION
The City uses Iteris vehicle detection systems at traffic signals. Vehicle detection systems detect the presence of vehicles and provide the appropriate signal timing. The City uses either video detection or radar detection systems manufactured by Iteris.

These systems would replace existing and outdated traffic detection loops previously installed in the asphalt, in most cases. This upgrade to the latest video and radar technology allows for future vehicle detection changes without affecting the street asphalt surface and detection of bicycles on any lane of a street. The systems would replace existing video detection systems that have reached the end of their product lifespans.

Staff recommends continued use of Iteris products for consistency and uniformity and to preserve the continuity and maintenance of the traffic systems. The City has tested these products and found them cost effective with minimal repair and maintenance needs. Staff recommends awarding of purchase orders to Iteris, Inc. in an amount not to exceed $200,000 in FY 2023-24.

Staff would determine locations eligible for the upgrades based on scheduled capital improvement program projects or as additional existing units reach the end of their lifespans. cc: City Manager Eric J. Levitt
