PRIORITY POLICY STATEMENT

Infrastructure and City Assets.
FISCAL IMPACT
Adoption of the resolution incorporates the fees into the FY 2023-24 Master Schedule of Fees and Charges. Staff anticipates that the fiscal impact would generate approximately $200,000 annually once the facility becomes fully operational. Staff anticipates a slower ramp up in facility reservations for the first few months and receiving approximately $75,000 to $100,000 in revenue for Fiscal Year 2023-24.
DISCUSSION
The Norton Simon Foundation gifted the historic Hunt Library to the City of Fullerton in 1962. The City operated the site as a branch library until June 2013, when the City closed the library due to financial constraints. City Council appointed community members to an ad-hoc committee in May 2018 to evaluate potential uses of the space. The Ad-Hoc Committee met several times and recommended support for a city-run, full-service library operation alongside community cultural arts programming for adults and children as a two-year bridge until the City identifies a qualified tenant and/or partner that meets community needs for this historic space at its April 3, 2023 meeting. The proposed bridge concept opens the Hunt seven days a week with daily programming.
City Council voted unanimously on June 6, 2023 to approve a two-year bridge program to operate the Hunt Branch Library as a city-run facility with arts and culture programming seven days a week alongside a library operation. The bridge plan also makes the Hunt Library available for the community as a private event venue. City Council must adopt a resolution (Attachment 1) approving the proposed facility fees before staff can begin booking reservations at the Hunt Library, Staff analyzed the Fullerton Community Center and Maple Community Center fee structure and recommends City Council approve the proposed fee structure for the Hunt Library as outlined in Attachment 2. The proposed rates would offer a more affordable option than the Fullerton Community Center but slightly higher rates than the Maple Community Center due to the larger footprint and higher capacity available at the Hunt Library. Staff based the proposed hourly rates for staffing and security on the established rates for other similar city facilities including the Fullerton Community Center.
Staff based the fee structure for private rentals on the following qualifying user group categories:
Group 1 - Fullerton-Based: individuals, nonprofit, public schools.
Group 2 - Fullerton-Based: businesses, private schools and other Fullerton-based organizations not in Group 1. Fullerton-based organizations not in Group 1 include profit-oriented or intended to raise funds.
Group 3 - Non-Fullerton Based: individuals, businesses, non-profits and all other groups.
